We are seeking someone to join our team as the Head of EMEA Institutional Securities Group (ISG) Global Financial Crimes (GFC). In the Legal & Compliance division, we assist the Firm in achieving its business objectives by facilitating and overseeing the Firm's management of legal, regulatory and franchise risk. This is an Executive Director level position based in London and reports directly to the International Head of GFC (Managing Director). They will be part of the EMEA GFC Management Team and a senior leader for GFC globally. The role is primarily responsible for leading a team in providing coverage and oversight of the day-to-day execution of the financial crimes program for the Morgan Stanley ISG businesses in EMEA. Global Financial Crimes (GFC) coordinates day-to-day implementation of the Firm's enterprise-wide financial crime prevention efforts. GFC includes both legal and compliance disciplines and has responsibility for governance, oversight and execution of the Firm's Anti-Money Laundering (AML), Sanctions, Anti-Corruption, Anti-Tax Evasion, and Government and Political Activities Compliance programs. GFC also develops and/or assists in the development of appropriate policies and procedures, including those designed to assist the business units to know their clients and conduct appropriate due diligence and to prevent, detect and report potentially suspicious activity. GFC has dedicated coverage managers and teams of analysts who advise and counsel each business unit regarding its GFC obligations and its particular clients and transactions. Specific job responsibilities include: > Leading the EMEA ISG financial crimes coverage team regarding all financial crimes compliance matters; > Providing coverage of the day-to-day operation of the financial crimes program for the Firm's ISG businesses in EMEA; > Providing financial crimes subject matter expertise on changes in regulatory requirements and serve as an effective partner to key stakeholders across the business, legal, risk and operations on financial crimes matters; > Managing a team distributed across multiple jurisdictions within the EMEA region and ensuring both regional and global consistency in the implementation of the financial crimes program; > Serving as the point of escalation on due diligence with respect to clients and transactions; > Assisting in the review and approval of new products; > Overseeing GFC engagement in the Enhanced Due Diligence (EDD) process in EMEA; > Providing senior management and relevant boards with regular, timely and accurate information on the ISG business's financial crimes risk profile; > Developing content and delivering training to the business and other support functions; > Establishing and maintaining effective stakeholder relationships with ISG Senior management and risk colleagues; > Leading engagement with regulators across the EMEA region on financial crime matters; > Liaising and coordinating within GFC globally and with key stakeholders across the Firm, including Legal, Compliance, Regulatory Relations, and Risk to ensure appropriate execution of the Firm's enterprise-wide financial crimes prevention program; and > Representing the Firm in relevant industry groups and other external forums. Skills required > Minimum of 10 years of relevant experience, preferably at a large/complex financial institution; > Detailed understanding of the laws, rules, and regulations pertaining to AML as well as sanctions and anti-corruption/tax evasion; > Knowledge of markets and banking businesses similar to those at Morgan Stanley; > Analytical and problem-solving skills and the ability to provide viable solutions in a time-sensitive environment; > Experience of evaluating and enhancing global processes; > Experience in effectively presenting to senior stakeholders in a global firm; > Highly-motivated self-starter able to work independently while collaborating and coordinating as part of a global team; > Ability to effectively manage and escalate complex issues; > Experience in managing and leading teams to successful strategic outcomes; and > Certification as an Anti-Money Laundering Specialist by ACAMS or equivalent AML certification/license - or certification within first 15 months of employment.
