About the vacancy:
We are looking to appoint an exceptional Head of Property Services.
This is a senior post within the Property & Place Directorate with responsibility for the delivery of reactive maintenance and servicing. The post holder will provide strategic leadership and management of our reactive maintenance service, management of major works and empty homes, and cyclical safety inspections.
This is an exciting opportunity to create a new service that delivers on our promises. We are looking for a dynamic leader to develop our newly established Property Services team providing reactive repairs and maintenance service, setting the standard for the 'Hedyn approach' as we move forward after our merger in April 2025.
This role will oversee our highly skilled trades colleagues who are responsible for repair and maintenance of our homes, including providing gas servicing and electrical inspections, installing kitchens and bathrooms, proactively managing damp and mould and preparing our empty homes for new customers. The service also has a team of reactive, empty home, damp and mould and stock condition surveyors who are also responsible for engagement, procurement and management of our reactive maintenance contractors and pre and post work inspections and leading on learning from customer complaints.

It is a busy and exciting time at Hedyn following the merger between Newport City Homes and Melin Homes which took place in April 2025. As a result, we're looking for someone to help bring the best of both organisations together whilst providing new and innovative solutions.
Specifically, in the role you will:
* Lead the provision of an effective, proactive, and efficient maintenance function including management of major works, delivery of cyclical inspections and management of empty homes.
* Develop and deliver polices and strategies that meet or exceed our legal and regulatory obligations, in line with the organisation's goals and objectives.
* Develop and implement a Property Services Business Plan that aligns with corporate objectives, includes resident priorities, provides assurance regarding VFM, with validated budget projections and programme forecasts, manages risk and expectations with a clear vision on improvement needed to deliver excellent customer services.
* Ensure compliance with all relevant legislation, regulations, and organisational policies related to maintenance of our homes and commercial premises.
* Ensure resources are effectively allocated and managed to support the achievement of corporate objectives, while also maintaining a strong focus on customer satisfaction and community engagement.
* Act as Principal Duty Holder (NICEIC) for the business who holds responsibility for the maintenance of the overall standard and quality of the electrical installation work undertaken and fire protection systems within building owned and managed by the association.
* Act as Principal Duty Holder with Gas Safe Register to ensure compliance with statutory duties as a landlord in accordance with the Gas Safety Regulations 1998.
* Implement the procurement strategy to ensure value for money and achieve business objectives.
* Develop and deliver a social value plan that achieves corporate objectives, improves employment and skills for our communities and increases local spend and the economy.
* Develop a bespoke resident engagement plan to deliver corporate objectives, enhance the resident voice, with clear objectives to deliver service improvement.
* Lead, motivate, and develop the reactive maintenance team to achieve high performance.
* Conduct regular performance reviews and provide coaching and support to team members.
* Develop a mechanism to proactively manage complaints, evidence lessons learnt and improve satisfaction levels.
* Manage budgets and resources effectively to ensure cost-efficient operations.
* Engage with external stakeholders, including residents, local authorities, fire service, funding bodies, and regulatory agencies, to support building safety activities.
* Monitor and report on property services performance against targets and budgets.
* Identify and mitigate risks associated with all aspects of landlord Health & Safety.
* Lead on the Business Continuity Plan (BCP) and Emergency Plans for the Property Services Department.
* Collaborate with other heads of service to ensure seamless integration and alignment of various departmental goals and initiatives, working closely with colleagues across different directorates to develop and implement strategic plans that enhance overall operational efficiency and service delivery.
* Ensure resources are effectively allocated and managed to support the achievement of corporate objectives, while also maintaining a strong focus on customer satisfaction and community engagement.
* Specify, procure and manage external contractors ensuring quality and value for money.
* As part of Property & Place leadership team ensure that annual work programmes are achieved and delivered and support the future sustainability of the organisation.
* Make effective use of established technology and emerging sector good practice.
* Monitor and enhance performance through financial, operational, health and safety, and customer satisfaction metrics.
* Provide assurance to the Executive team on our compliance with the relevant legislative standards, codes, and regulatory obligations in relation to programme delivery, compliance and Health, Safety and Wellbeing.
