Expanding on successful delivery in rail, Costain is working with various UK rail clients to deliver their strategic delivery programmes and engineering services. We have an opportunity for a Project Engineering Manager to join our vibrant Engineering Design team, supporting secured frameworks, projects and consultancy commissions for Network Rail, HS2, Northern Powerhouse Rail, TfL and East West Rail.
The Project Engineering Discipline provides multi-discipline engineering team leadership and coordination across the engineering project lifecycle for Costain’s Transportation, Energy, Water, Nuclear and Defence sectors. We are growing our engineering team to serve growing demand for UK projects in the Rail Sector. We are keen to hear from candidates with significant experience of designing and acting in a Project Engineering Manager role in civil, structural, mechanical and electrical on infrastructure and non‑infrastructure projects throughout the entire project lifecycle: from needs and solution identification, optioneering, outline design and detailed design in a design and build environment.
Currently, we have a surge in engineering and design workload in the rail sector to support Mechanical, Electrical and HV packages for HS2 and multi-disciplinary design services for Network Rail.
As a client‑facing Project Engineering Manager, you will be responsible for managing the delivery of multi‑disciplinary engineering design on complex projects through the various stages of the project life cycle to meet the project schedule, budget, safety, environmental and quality requirements, including defining and agreeing the requirements with clients.
Key Responsibilities
* Manage the delivery of multi‑disciplinary engineering design on projects, ensuring they are safe‑by‑design, sustainable, digitally enabled, cost‑effective, compliant, technically sound and meet commercial delivery targets.
* Identify and effectively utilise engineering resource requirements to maximise productivity and efficiency.
* Ensure all engineers fully understand the detailed scope, basis of design, budget and programme requirements of the project.
* Coordinate Engineering and Design interfaces between Costain and other project partners and supply chain partners.
* Manage contractual communications, support progress meetings, risk reduction meetings, cost reports, coordinate multi‑disciplinary design teams and run/close out contract actions.
* Report regularly to senior operational management on the performance of engineering delivery for the project.
* Provide a commercial focus with a high level of challenge on project scope and protect against uncontrolled scope creep.
* Deploy and use company engineering delivery processes on projects, including engineering design strategy, master deliverable plan, project schedule, work/cost breakdown structure, process safety management and engineering governance process.
* Identify early key project and programme risks, mitigate where possible, and immediately escalation of issues and blockers.
* Ensure all services comply fully with Client & Costain governance processes, standards and obtain necessary approvals.
* Develop productive relationships by communicating with colleagues and subordinates, building trust and support and building teams.
* Lead by example, displaying the Company's values and behaviours, commitment to the highest standards of safe and ethical behaviour, ensuring safe and reliable operations and client satisfaction.
* Comply with Health and Safety policy and relevant legislation, working in a manner that does not cause personal harm or injury to fellow workers, clients and subcontractors.
* Collaborate with business development, work winning and marketing functions to develop and tender new opportunities, developing and reviewing engineering strategy, basis of estimate, engineering manhour estimate, schedule, risk register, engineering gates and technical proposal.
* Support Discipline Managers in developing and mentoring project engineering team members.
* Support Discipline Managers in maintaining/improving project engineering corporate processes, workflows, methods, competency, software systems and technical standards, and embed lessons learnt.
Essential Knowledge, Skills and Experience
* Significant experience in design and coordinating multi‑disciplinary teams through major contracts in the Rail Sector.
* Thorough knowledge of the major project delivery process from work winning to project handover.
* Knowledge and understanding of UK technical and regulatory standards and global best practice.
* Proven focus on process safety, quality and environmental leadership.
* Significant knowledge and understanding of Project Controls, including schedule, cost, risk and change management.
* Collaborative, innovative and agile.
* Experienced customer‑facing capability with ability to develop and influence relationships.
* Proven interpersonal skills and effective communication (written & verbal).
* Able to work regularly from the Costain London office (40% office based).
* Mobility to travel to Costain/client offices, project sites and suppliers.
* Honours Degree or equivalent qualification in an engineering‑related subject.
Desirable Qualifications
* Chartered Engineer and membership of a professional engineering institution.
* Association for Project Management qualification.
