The Regulatory Services Directorate comprises operational teams including Regulatory Authority and Regulatory Compliance. Working as a case officer in either of those teams, you will be exercising the Commission’s powers and interacting with trustees. You will enable them to administer and manage their charity beyond the minimum expectations, upholding what is unique and special about charity to the public. The Regulatory Authority team is responsible for considering applications from charity trustees for consent to take certain actions, for example amending a charity’s governance or purposes. When considering applications for consent you will ensure that trustees make decisions that are in their charity’s best interest, ensuring that they are acting properly and with a focus on their beneficiaries. The Regulatory Compliance team ensures that that charities are accountable, well-run and that trustees meet their legal obligations. If dealing with apparent mismanagement and/or misconduct, you will take proportionate action to address wrongdoing and prevent harm within and of the charity sector. You will also be responsive to complainants, engaging with them to deliver a regulatory outcome. In this varied and interesting role, you will be working independently within a wider team in a fast-paced environment, adhering to agreed service level and operational standards. You will be able to communicate well, verbally and in writing, and be confident working in a digital environment. You will engage with continuous learning that will enable you to grow your expertise within a regulatory environment and take responsibility for making risk-based decisions against a legal framework. You will have the opportunity to have your voice heard by engaging with regular staff surveys, and Commission-wide briefings and consultations. Job description What are the main things the successful candidate be doing? Managing a substantial and varied operational caseload, making risk-based regulatory decisions and judgements in line with guidance, business rules, and legal requirements. Engaging with charity trustees, their advisers and stakeholders. Exercising regulatory powers where appropriate to ensure that trustees comply with and discharge their statutory duties in accordance with charity law. Contributing to the achievement of the department’s targets, including performance and quality expectations. Person specification Essential skills, experience or technical knowledge that the candidate must have: Ability to make effective and reasoned decisions within a legal and policy framework. Ability to research, investigate, analyse, and organise often complex information to inform and support decision making. Ability to manage a caseload independently by planning, prioritising, and working collaboratively to meet demanding targets and deadlines. Excellent communication skills (written and verbal) - ensuring that the information is accurate and understood by the target audience. Ability to take responsibility for own learning, respond positively and constructively to feedback, learn quickly, and apply learning proactively to work. Experience of working with, seeking, interpreting, and applying advice and guidance from a range of sources to inform own decision-making. Experience of maintaining a professional approach when presented with a challenging discussion/interview by using techniques to understand need(s), manage expectations, and provide a constructive and proportionate outcome.
