Hull City Council is seeking to appoint an enthusiastic and motivated Performance Management Officer to join Streetscene Services. This is a key role supporting the delivery of high-quality, customer-focused frontline services through the development and implementation of effective performance management arrangements. You will work closely with managers and supervisors across the service to support attendance management, conduct, and wider workforce performance, whilst contributing to the ongoing improvement and resilience of operational services. The successful candidate will have experience of managing performance and supporting managers in dealing with a range of employee relations matters, including absence, disciplinary and grievance processes, ensuring these are handled in line with corporate policy. You will be confident in analysing data, producing reports and identifying opportunities for service improvement. With strong communication and organisational skills, you will play a vital role in mentoring managers, promoting best practice, and supporting a culture of continuous improvement across a large and diverse workforce. https://www.workingforhullcitycouncil.org.uk/careers-hull-city-council-1/streetscene ROLE AND PURPOSE To support the Streetscene Services Management Team to deliver value for money front line services, by delivering a combination of reactive staff management responsibilities whilst ensuring efficient and effective application of HR policy and processes. To support and mentor service area managers and developing strategic service development plans to improve long term service performance and resilience. PRINCIPAL ACCOUNTABILITIES: 1. Customer Focus – To focus on the delivery of a customer oriented service through the development, implementation and monitoring of effective performance management. 2 Performance Management - Lead and manage the development and implementation of performance management systems across Streetscene Services with particular focus on improving attendance and conduct, to support the delivery of value for money, efficient and customer focused services. 3. To support the delivery of front line services by co-ordinating and facilitating the management of staff absence, grievance and disciplinary investigations in specified service areas in line with corporate policy. Responsibilities will include but are not limited to sickness absence monitoring, sickness review meetings, home visits, conducting disciplinary investigations and presentation at formal hearings. 4. To mentor, train and support supervisors, officers and managers to facilitate an ‘enabled manager’ ethos that ensures adherence to process, robust but appropriate staff support and challenge, accurate correspondence and comprehensive record keeping. 5. To review and develop service area training and development plans in conjunction with service area managers and the corporate training team to ensure compliance with Investors in People (IIP) standards. 6. Facilitate the development of a continuous improvement culture throughout Streetscene Services and contribute to the promotion, maintenance and compliance with corporate policy. 7. Conduct comprehensive and complex reviews of service area records, processes and working practice and develop reports with improvement plans for implementation in conjunction with service area managers. 8. Review corporate systems for record keeping and processes, and ensure compliance taking into account the individual needs of Streetscene Services. 9.
