Role purpose
As the Legal Admin & Democratic Services Manager, you will provide strategic and operational leadership across a diverse portfolio including Democratic Services, the Mayor’s Office, support, Legal Administration, Right to Buy, and Land Charges. You will build strong relationships across the organisation and external partners to enable transparent governance, effective decision‑making and excellent customer service.
What the role involves
* Lead and develop a multi‑disciplinary service covering Democratic Services, the Mayor’s Office, Executive Support, Legal Administration, Right to Buy and Land Charges.
* Oversee committee administration, advising on correct procedures, legislation and standing orders, and ensuring robust governance.
* Lead oversight of the shared legal service, monitoring SLA performance and escalating issues where necessary.
* Support delivery of elections in partnership with the Elections Manager.
* Represent the Council at civic events and ensure the Mayor’s Office, civic protocol and ceremonial functions are delivered professionally.
* Ensure compliance with FOI, GDPR, equality & diversity, health and safety, financial regulations and risk management.
* Deliver efficient, customer‑focused services and manage budgets effectively to achieve value for money.
* Build strong relationships with members, senior officers, partners and stakeholders, communicating clearly and confidently at all levels.
* Produce high‑quality written outputs including reports, minutes, briefings and formal correspondence.
* Handle confidential and sensitive issues with political awareness, integrity and sound judgement.
* Use initiative to solve problems, make decisions and stay resilient under pressure in a fast‑paced environment.
* Apply up‑to‑date knowledge of legislation, committee systems, land charges, RTB and civic administration to ensure statutory compliance.
* Display a pragmatic, customer‑focused approach with credibility to influence, challenge and drive service improvement.
Requirements
You will need strong leadership, excellent organisational skills and the confidence to work in a politically sensitive environment. The role requires delivering across Democratic Services, the Mayor’s Office, Executive Support, Legal Administration, Right to Buy and Land Charges, ensuring statutory compliance and high‑quality support to elected members and senior leaders.
Other information
This is a hybrid working contract; some duties are carried out at home and some on site. Site attendance will constitute more than 40% of available working time.
Appointment will be subject to satisfactory references, right to work in the UK check and medical clearance.
