Due to company growth/expansion Vital Energi Ltd are looking for a Energy & Development Engineer to join our growing team located in Blackburn. This role is responsible for coordinating the development and submission of high-quality bids and Investment Grade Proposals (IGPs) for energy efficiency projects. This role involves reviewing client requirements, planning deliverables, managing cost and design forecasts, ensuring regulatory compliance, and supporting technical development. The position also includes conducting site surveys, identifying Energy Conservation Measures (ECMs), collaborating with design teams, and maintaining relationships with clients and suppliers to deliver innovative, compliant, and successful energy efficiency projects. Roles and Responsibilities: Undertake thorough reviews of tender documentation to fully understand the client’s requirements. Detail key tender deliverables in a presentable manner, to ensure the effective communication to wider team. Have a good commercial understanding of each project, to identify key risks, assumptions and exclusions. Demonstrate good interpersonal skills with team members, including demonstrating transparency, and building good relationships with team members, clients and supply chain. Undertake cost development activities with support from Estimating, demonstrate a good understanding of cost plans. Be able to forecast preliminaries and design costs as part of the cost development. Take part in Sign Off meetings with the Senior Leadership team, supporting the Head of Pre-Construction / Energy & Development Manager / / Bid Managers. Carry out detailed site surveys and investigations to identify Energy Conservation Measures (ECMs) for our retrofit decarbonisation projects. Work with our design team to develop technical solutions, concept designs and specifications for energy efficiency projects and zero carbon roadmaps. Supporting the development of specifications for works to ensure that the design is fully aligned with the project brief. Ensure compliance with specific Regulations (e.g. Building Regs, Health & Safety, CDM etc) and customer policies at design/development phase. Develop an understanding of long-term Measurement and Verification (M&V) procedures, supporting the existing team with the development, specification and management of ongoing M&V Provide technical support during the bid stage of the project including input into quantitative and qualitative responses to bids. Develop and maintain relationships with customers and supply chain. Identification of potential new products and technical solutions by maintaining close contact with the industry and suppliers. Experience HND/Degree level is preferred HND or degree qualification in a relevant subject is preferred. Membership of an appropriate body is also preferred. Experience or demonstrable skills in identifying and developing successful Energy Conservation Measures (ECMs). Technical experience in the design, procurement and construction of mechanical and electrical infrastructure. Knowledge and experience of undertaking projects as the Principal Contractor. Previous experience in Estimating / Project Delivery / Commercial (desirable) Experience in working in collaborative working environments. Drive, excellent people management and team working skills.
