Overview

The Managing Quantity Surveyor is key to ensuring financial probity of the Housing Revenue Account regarding appropriate property-maintenance and investment forecasts and budgets. Responsibilities include maximising cash flow through control, measurement and valuation of work, accurate forecasting; reporting risks and actions; and timely invoicing of customers and payment of suppliers; including the management and authorisation, or refusal of variations to works orders.

The postholder will manage and empower the QS team to monitor, review, challenge and correct deviations related to value for money, quality of work and conformity to specifications. They will support the team in meeting monitoring objectives, negotiations, problem-solving, and ensuring timely project reports and financial close-down documentation. They will act as the principal point of escalation for contractual or commercial disputes.

They will assist the Head of Service with the financial monitoring of programmes of work and will report on individual and overall project programming. The Managing QS will seek cost-effective delivery of maintenance, improvement and investment in housing stock, identifying efficiency improvements and reporting findings to the Head of Service.

Our Commercial Team works with Project Delivery and Asset Management to promote commercial intelligence, asset intelligence and robust cost and value data for future schemes. This includes analysing material life cycle costs, consulting with tenants and other groups on product specifications, and advising on revisions to the scope of service.

In collaboration with property surveyors and project managers, the postholder will produce compliant, accurate technical documentation as requested (bills of quantities, schedules of works, schedules of rates, project specifications, and other required documents).

The role includes assessing and mitigating commercial and contractual risks by liaising with contractors, conducting site visits, attending meetings, measuring work, providing cost of variations and advice on contractual claims, ensuring all works comply with CDM Regulations, and advising on budgets and procurement procedures.

To lead in the development, operation and maintenance of monitoring systems for capital investment projects and asset investment proposals, and to assist with reporting project expenditure, income, outputs, milestones and risk analysis. The role ensures projects conform to Council policies, regulations and Standing Orders in budget management and procurement of services. It requires staying up-to-date with new legislation, developments, and innovations in procurement, programme and finance management and social housing.
