Job Description
To assist in the review of the council’s conditions of service recognising the changes to working practices across all sectors and changes to wider societal habits and norms, expectations and ways of working. This should take into account the normalisation of weekend and evening working prevalent across many work settings and the increased demand for council services outwith traditional office hours.
Requirements
Reporting to the lead officer on the project, assist and support the development of a revised conditions of service package
Assist in the development of a structured programme of sustainable, fit for purpose and financially affordable potential conditions of service models.
Collate and analyse benchmarking information across other councils and relevant private sector employers
Ensure a thorough and timeous recording of all actions within the Project Plan and other relevant documentation/systems
Responsibilities
Generalist HR experience/knowledge of:
1. Preparation, analysis and evaluation of reports including making recommendations
2. Provision of advice on conditions of service issues
3. Advising managers and employees on employment related issues
Experience of software packages and analysis of data
Experience of research, analysis and evaluation, particularly employment related issues
Working with trade unions on employment related matters
Degree in relevant discipline or equivalent
Knowledge of contracts of employment and employment law
Understanding of current HR and local authority issues
Awareness of Equality issues
Understanding of HR Management Information, trends
Ability to assimilate information quickly, work using initiative and common sense and to take balanced decisions when necessary
Ability to respond to competing demands, prioritise self and work on own initiative
Research skills and ability to sift information, apply relevant information to the Council
Ability to remain impartial and stand own ground
Ability to review, analyse, interpret stats to develop findings and recommendations
Excellent communication and presentation skills – oral and written
Knowledge and understanding of HR policies and legislation and ability to relate it to practical issues
Knowledge of employment legislation and relevant issues
Ability to gain trust of managers
Ability to work accurately and to accept responsibility
Sound knowledge of good practice and ability to give constructive advice under pressure
Ability to produce reports with clear and appropriate evidence based recommendations
Confident, well founded approach
Must respect confidentiality
Ability to relate to people at all levels
Ability to work effectively as part of a team
