Overall Role Purpose: The post-holder is responsible for the overall leadership, management, and continuous improvement of the
Revenues & Benefits Scanning Team, responsible for scanning/indexing all paper documents for Revenues & Benefits teams and Parking Team, as well as processing/remote banking of all cheques received.
Income (Accounts Receivable) Team collects approximately 70 million pounds of sundry debts, fees, and charges per annum.
Adult Social Care Collection collects approximately 57.6 million pounds of social care contributions.
Responsible for managing people, budgets, systems, and collaborating with other Heads of Service to ensure the effective operation of Council policies and the efficient collection of Council income from all fees and charges. To deliver a cohesive collection service ensuring all customers (internal & external) receive consistent messages and service delivery.

The role involves championing a culture of change and service transformation, providing strategic support to stakeholders, demonstrating best practices, and ensuring sound financial governance to deliver value for money.

The post-holder will ensure key service aspects are measured and monitored to foster informed decision-making for continual development and improvement.

They will advise the Council on matters related to income collection, operations, and best practices, contributing to the strategic planning and overall management of the Income Collection Service in line with Council policies and resources.

As a key member of the Revenues, Benefits, and Transactional Centre Department Senior Management Team, the post-holder will contribute to the department's aims by developing and implementing policies and strategies focused on customer service, continuous improvement, and high-quality outputs.

The role may require representing the service at out-of-hours meetings such as Cabinet, Scrutiny, and Area Committees.

Role: Income Collection requires a dynamic operational culture and resource management. Challenges include budget constraints, transformation programs leveraging digital opportunities, and evolving service delivery models, some with new and improved offerings.

The role includes strategic input and tactical responsibility for achieving challenging cash flow and bad debt reduction targets in a changing environment. Day-to-day challenges involve evaluating and implementing strategies at a strategic level.
