PROW Officer
Contract: Essex Highways

As a Public Rights of Way Officer, you’ll help ensure that Essex’s network of paths and trails remains safe, sustainable, and enjoyable for everyone. You’ll take responsibility for identifying and delivering improvement programmes, managing maintenance activities, and ensuring effective stewardship of the PRoW network. Collaboration is key - you’ll work directly with community and volunteer groups to bring local projects to life and keep the network in excellent condition.
The Role
1. Responsible for assessing the condition of the Public Rights of Way network to ensure it is maintained to a standard acceptable to the Highway Authority, liaising with landowners or occupiers to ensure they carry out their legal responsibilities.
2. Responsible for raising defects using data capture devices and creating job packs in line with CDM Regs to enable the delivery teams to plan and prioritise work accordingly.
3. Specify, monitor and supervise as required work by operatives and supply chain partners, and co-ordinate and support Parish and community groups with a wide range of practical work using selected volunteer groups, ensuring compliance with specification, safety, legislation and objectives of Essex Highways.
4. To assist with implementation of agreed community action initiatives and the promotion of the rights of way network to increase its use.
5. Contribute to the preparation of reports, seminars and training to promote and provide information to members, user groups, volunteers and other interested bodies on Public Rights of Way issues and providing support in developing / maintaining liaison with interest bodies and user groups where required.
6. Support the delivery of strategic Public Rights of Way projects, for example, the England Coast Path.
About You
7. Educated to RQF Level 3 (A Level) or equivalent by experience. A City and Guilds qualification relevant to highway engineering or ONC or equivalent, is desirable but not essential.
8. Knowledge of, and experience in, use of construction materials, the maintenance, design and implementation of Public Rights of Way schemes.
9. Experience of map reading and practical application of navigating and interpreting maps.
10. Conversant with Microsoft applications – Word, Excel, Access, and PowerPoint.
11. Membership of a related professional body for example the Institute of Public Rights of Way.
