Overview

Are you a strategic thinker with a passion for improving public services? Buckinghamshire Council is seeking a dynamic and experienced Head of Strategic Commissioning to lead our commissioning strategies and service innovations. This role is pivotal in ensuring the best outcomes for the people of Buckinghamshire, maximising independence and wellbeing, and delivering best value.

Our new Commissioning and Procurement Hub ensures collaboration with our clients to develop and execute a procurement strategy to achieve their defined success criteria. We bring together experiences and lessons learned to ensure the most effective approach. Our new Commissioning and Procurement Hub supports all stages of the commercial lifecycle, complementing client teams to maximise value.

Salary: Up to £85,000 per annum.

About the role

Some of the key responsibilities include:

1. Lead Strategic Commissioning on behalf of Buckinghamshire Council and its system partners, including the BoB Integrated Care Board and NHS.
2. Develop and implement commissioning strategies, improvement plans, and service innovations.
3. Drive service improvement and transformation programmes.
4. Manage strategic contract management and financial plans.
5. Collaborate with various departments and external partners to deliver integrated health and social care services.
6. Be accountable for the effective commissioning of services, ensuring tight financial control on commissioned spend.

Any-Desk:

As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

The successful candidate will have proven experience in strategic commissioning and procurement with strong leadership skills with the ability to manage and inspire a multidisciplinary team. You will also have:

7. Excellent communication and negotiation skills.
8. A successful track record of leading and managing change in a complex multi-agency service organisation.
9. Substantial experience of strategic service planning and delivery.
10. Proven track record of effectively managing significant budgets and ensuring the delivery of services within agreed resources.
11. Proven ability to identify standards and performance requirements for own and partner organisations and deliver effective performance management.
