We're recruiting for a skilled Property Licensing & Enforcement Officer to support Newham's property licensing schemes and ensure safe, compliant housing across the borough.

£50-£55 per hour (Umbrella)
Full-time, 36 hours per week (Mon-Fri)
Fully on-site role across various Newham properties
Must have your own vehicle + clean UK driving licence
🔎 Essential Experience
To be successful, you'll need:
HHSRS certification
Strong background in property inspections and enforcement
Experience with HMO licensing, property licensing schemes, and housing regulation
Damp and mould.Disrepair experience
🧭 Key Responsibilities
You'll play a crucial role in ensuring properties meet legal standards by:
Inspection & Enforcement
Carrying out HHSRS inspections, investigations, and compliance checks across Mandatory HMOs, Additional HMOs, Section 257 HMOs, and Selective Licence properties.
Conducting follow-up visits to ensure corrective actions have been completed.
Investigating complaints, referrals, and community enquiries, determining appropriate enforcement routes.
Reporting & Case Management
Preparing detailed reports, assessments, and recommendations for further intervention.
Managing and monitoring your own caseload, ensuring timelines, quality standards, and objectives are met.
Collaboration & Stakeholder Engagement
Liaising with residents, landlords, partner agencies, Councillors, and other stakeholders.
Providing professional advice, education, and making referrals for enforcement action.
Formal Action & Legal Work
Serving warnings, statutory notices, and legal documentation where required.
Gathering evidence, preparing witness statements, and supporting prosecutions.
Giving evidence in Court, Public Hearings, and Tribunals as needed.
