An exciting opportunity has arisen for a full time Performance Indicator Framework Manager within the Business Services Team of the Environment and Transport Department.
The role will ensure that the Department has an effective performance framework to help manage performance, provide assurance, inform decision making, drive service improvement and efficiency as well as demonstrate delivery of department and corporate outcomes.
It will lead the department approach to benchmarking and customer satisfaction, lead and manage the Business Services Team procurements and harness technology for timeliness, ease of reporting and access to real time data.
The successful candidate will be part of a small Business Services team that provides a number of key business support functions to the department.
About the Role
The post will work closely with senior managers and Departmental Management Team, leading the development and implementation of the department’s performance framework to ensure robust assurance, informed decision-making, drive service improvement and efficiency. This will include leading on the strategic development and delivery of the department’s approach to benchmarking and customer satisfaction.
The role also requires close collaboration with the team’s Business Services Development Manager and Business Planning Manager to maintain effective performance monitoring, review, and escalation processes and will promote a compliant, performance driven, evidence based culture that drives efficient, customer focused service improvement, planning and development.
You will work with the Business Management Head of Service and Business Services Team Manager in leading the Business Services Team’s procurements and will deputise for the Team Manager as appropriate, representing the service and / or department on corporate or departmental project boards and working groups as required. This will include acting as lead contact with corporate Data and Business Intelligence, working closely with them to ensure alignment with corporate reporting requirements and optimising use of resources.
About You
To apply for this post, you must have:
1. A degree or equivalent qualification in a relevant subject plus a management qualification or demonstrable experience
2. Experience in designing and implementing performance / planning frameworks including benchmarking and customer satisfaction, within a large and diverse organisation.
3. Proven experience of leading and supporting organisational change and continuous improvement initiatives in local government or similarly complex organisation.
4. Strong analytical skills to interpret complex data and present clearly and concisely to a wide range of audiences, supported by excellent ICT proficiency.
5. Expert knowledge of performance management and continuous improvement as well as knowledge of risk and project management principles and methodologies.
6. Exceptional communication and influencing skills, with the ability to build strong transparent relationships across stakeholders, peers and partners to achieve successful outcomes.
7. Exceptional organisational skills with the ability to manage competing priorities and deliver quality results under tight deadlines.
