Defence Fire & Rescue HQ Andover Job Summary The role of the Defence Fire and Rescue (DFR) is to provide a central Departmental focus for all fire matters (outside of those responsibilities held by the Defence Safety Authority (DSA). The Chief Fire Officer DFR is accountable to the Permanent Secretary (PS) for Defence, via Director Support Air Command, for supporting Defence in its delivery of appropriate Fire Risk Management (FRM) that complied with statutory legislation and regulatory standards. As MOD's formal intelligent customer, and the Department's Senior Fire Subject Matter Experts (SMEs), Defence Fire & Rescue Headquarters (DFR HQ) is responsible for managing Defence's exposure to fire risk at the corporate level, ensuring that consistent and coherent advice on mitigating the business and capability risks posed by fire is available across the Department. DFR HQ is the focal point for all Departmental matters relating to FRM across the Defence, including on Defence Operations, and other synergistic activities which improve FRM and safety. As the Group Manager Operational Capability (OC) within the Operational Capability & Development (OC&D) Business Unit (BU), you are directly responsible to the AM (Area Manager) OC for facilitating engagement between Service Delivery Partners, Duty Holders and Defence Stakeholders and for the provision of advice and guidance necessary to enable Service Delivery Partners to develop and implement, innovative and proportionate FRM provision and F&R (Fire & Rescue) response capabilities which comply with legislative, regulatory and Defence requirements. This position is advertised at 42 hours per week. Job Description Primary Responsibilities Line management & reporting chain functions for retained DFRS (Defence Fire & Rescue Service) USVF (United States Visiting Forces)/NSA (National Security Agency) personnel within your geographical area of responsibility. Provide advice and guidance to Duty Holders on temporary life safety and asset protection FRM & F&R response requirements (Exercises, air shows, events, processes etc). Provide advice and guidance regarding the measures necessary to mitigate risk where existing life safety and/or asset protection FRM measures have been compromised. Provide technical advice and guidance on Wildfires incidents within your AOR (Area of Responsibility). Monitor and review the Service Delivery Partners monthly performance against the agreed Key Performance Indicators as contained within the contract and report performance for AOR through the PMR (Performance Management Report) working group. Monitor and review the Service Delivery Partners solutions for surge and temporary FRM and F&R response. Provide advice, guidance and/or consult through the chain of command (where necessary) where assets forming part of Defence’s FRM solution are used in a manner which may compromise an effective response to an incident should it occur on the Defence estate. Monitor and review the Service Delivery Partners Providers Resilience Strategy and their contribution to each Defence Site’s Business Continuity Plan. Review of Delivery Partners recommendations for FRM procedures and provide advice and guidance to support people in resolving associated issues and conflicts. Seek opportunities to establish robust professional relationships with Service Delivery Partners and stakeholders to foster effective partnering, open reporting and improved service delivery. Facilitate engagement with stakeholders and Service Delivery Partners to accomplish the delivery of existing and new FRM and F&R response solutions. Identify risks (Service Delivery Partners Authority or joint) in FRM and F&R response provision and provide advice and guidance on appropriate treatments and mitigations. Provide technical advice and guidance during commercial engagement with Service Delivery Partners. Support to the delivery of Task Resource Analysis (TRA) within your AOR. Provide technical advice and guidance to Duty Holders on matters associated with FRM and F&R response. Support the delivery of IRMPs (Integrated Risk Management Plans) within your AOR. Support the implementation of agreed IRMP solutions for units within your AOR. Represent the Authority during dispute resolutions (calling on site representative where required) and elevate through the chain of command where necessary. Monitor the Service Delivery Partners delivery of service, undertake assessment against KPIs (Key Performance Indicators) and support the delivery of the DFR HQ FRM Audit & Assurance processes. Undertake the technical lead role associated with F&R vehicles and equipment within your AOR. Use detailed technical knowledge to support value planning through the delivery of alternative solutions which exploit innovative risk management practices. Attend USVF Management Meetings as requested in support of DFRS personnel management and service delivery requirements. Sgt/CPO/WO) or higher. Qualifications Fire Service qualifications - qualified Group Managers, qualified Station Managers (Military Equivalent - Flt Sgt/CPO/WO) must hold a minimum of the Station Manager Incident Management qualification or Further Training Level 3. Licences Full UK Driving Licence. Evidence of licence will be required at interview. All qualifications/licences declared must be held at point of application and if applicable be in date.
