Job overview

The post holder will be delivering financial support to a number of projects. The role will involve providing high quality financial assessments working closely alongside the operational/clinical team to support the delivery of revenue consequences of modelling. Reporting directly to the Head of Strategic Finance, the post holder will be a key member of the Finance Team ensuring that the use of resources is both understood and maximised. Demonstrating sound accounting and business knowledge, performing investment appraisal, providing analytical support and clear presentation of financial information to support projects. They will constructively and positively challenge all aspects of the financial and business performance. This role will support enhancing relationships between finance and clinical and non-clinical teams in financial performance management, use of resources, cost improvement development, financial planning and education.


Main duties of the job

* Support the construction of Business Cases.
* Support the construction of Medium and Long Term Planning.
* Interpret and explain financial performance.
* Analyse and identify financial risk in the organisation.
* Promote an environment of strong financial control within the Trust and challenge non-compliance and/or behaviour that disregards the Trust’s financial principles, procedures and policies.
* Support the creation of a culture of performance management within the Finance Division that seeks and finds solutions to financial problems and maximises financial opportunities.

Detailed job description and main responsibilities

Financial Strategy and Planning

1. Support the production of multi-layer financial medium/long term plans of the Trust, ensuring incorporation of risks and opportunities. The post holder will work with data and situations requiring analysis, interpretation and comparison of options.
2. Support delivery of the strategic finance function by providing future-focused project decision support, technical financial advice, and business intelligence.
3. Build effective internal relationships to challenge performance and outcomes.

Strategic Developments, Transactions and Trust-wide Business Cases

1. Support business case development including Five Point Case Approach, financial modelling, detailed financial analysis (including demand & capacity modelling), and investment appraisal to improve business cases and expedite decision-making and benefits realisation.
2. Support negotiation of commissioning agreements with external organisations to maximise income or achieve best value.
3. Support benchmarking and value-for-money audits to ensure best practice and optimal resource use.
4. Support setting waste reduction/efficiency targets and developing robust plans to maximise delivery annually and in the medium/long term.
5. Identify and achieve waste reductions and productivity improvements using benchmarking data (e.g., PLICs, GIRFT, Model Hospital).

Governance

1. Maintain Standing Financial Instructions and internal financial controls to provide assurance on accuracy and anti-fraud measures.
2. Ensure strategic financial risks are identified and properly assessed with appropriate management arrangements.

Communication

1. May be required to write high-quality papers/business cases on financial accounting and related issues, with appropriate consideration of guidance, standards, laws and regulations.
2. May present highly complex and sensitive financial information to varied audiences.
3. Represent the Finance Department at internal meetings/events as required, acting independently.

Service Delivery and Improvement

1. Maintain up-to-date specialist knowledge of financial procedures, legislation and policies.
2. Identify and analyse consequences and risks of short and long-term changes; communicate them as needed.
3. Ensure SFIs are followed across the Trust; train and advise staff; monitor compliance.
4. Support process improvements for strategic planning to ensure procedures are up-to-date, efficient and standardized.
5. Contribute to process improvement and transformation to meet financial governance requirements.

People Management and Development

1. Support motivating staff to meet deadlines, recruitment, training and appraisal; implement HR policies and address performance issues.
2. Support personal development and ensure staff are appraised with development plans and mandatory training.

Patient Care Delivery

Ensure the best use of resources to support patient care.

Learning and Development

* Attend mandatory training updates and undertake relevant development as agreed with line manager.
* Achieve and demonstrate agreed standards of personal and professional development within agreed timescales.
* Identify learning needs and plan with line manager.
* Participate in the Trust’s appraisal process to discuss how your role delivers the best possible care to patients.

Person specification


Professional Registration

* Acquisition of the skills below is considered to require experience in a relevant financial department, demonstrating experience equivalent to a Master’s degree. Part-qualified CCAB. Evidence of Continuing Professional Development to the level expected by a Professional Accountancy Body.


Experience/ Qualifications

* Experience of preparing business cases to support changes to service delivery and advising on revenue consequences. Experience of managing multiple projects with deadlines. Experience in Medium/Long Term Financial Planning.
* Experience of supporting business cases through governance processes. Experience presenting Medium/Long Term Financial Planning to senior audiences. Experience of Patient Level Costing and Service Line Reporting.


Specific Requirements

* Ability to participate in setting short and medium-term objectives for the department. Ability to set priorities for a team to meet deadlines. Excellent organisational skills. Proficient with Excel and Microsoft Office.
