Job Summary

Each year a third of the Defence budget is spent on Support. The Defence Support Organisation sits at the heart of providing support to the UK's Armed Forces. This 650-strong organisation works with both civilian and military personnel across Defence and exists to ensure that wherever Defence is operating, it can outpace, outwit and where necessary out-fight its adversaries. We provide logistic and engineering support to UK Armed Forces at home and abroad and have a broad remit spanning from planning to operational delivery. We are also driving a results-orientated transformation agenda to modernise Defence's logistic and engineering support services and contributing towards the Defence strategy to meet the UK Government goal of Net Zero 2050.

Job Description

Defence Supply Chain Operations and Movements (DSCOM) is a 1* Military Headquarters within the Joint Support 2* area of the Defence Support organisation. DSCOM is a joint organisation comprising a mix of military, civilian and contractor staff based mainly at MOD Abbey Wood, Bristol. The Air Freight Allocation Centre (AFAC) team, within DSCOM Freight Centre, is responsible for the provision of MoD freight movement to worldwide locations in support of Operations, Exercises and routine logistic sustainment. The AFAC provides the decider function for air freight movement bids using a combination of military and commercial air transport outlets. Once a bid has been assigned, the team ensures that the task is completed to the required standard and cost.

The post holder is responsible for the processing of air freight bids utilising the DSCOM Movement Request (DMR) application for both export and import utilising air transportation to and from international locations, providing scrutiny of bids to ensure that air freight is moved in a cost-effective manner to meet required delivery dates wherever possible. The post holder will liaise with the bidding unit and the MOD’s freight forwarder to ensure that the freight is moved as per the booking, dealing with issues as they arrive.

This post is a component of the DefSp Strategic Base Outload Headquarters (SBOHQ), mandating the postholder to participate in StratBase training, development and preparation. Following SBOHQ activation, refocused responsibilities may apply.

Person specification

Responsibilities of the role include but are not limited to:


* Receipt, authorise and action the booking of bids for movement of MoD freight on Commercial carriers, Military and chartered flights in support of Operations, Exercises and routine Defence business.
* Scrutinise, vet & allocate all air bids, referring any issues back to bidding unit for reclarification, ensuring the most cost-effective principles are adhered to. Recognise, challenge & reject where necessary any bids received that are non-cost effective/of excess quantity/outside policy/JSP800. Highlight to Line Management any discrepancies or capability shortfalls provided by the service provider.
* Enter, monitor and update shipment details into the appropriate IT booking system including cargo information, transportation cost and movement details as applicable.
* Managing special project shipments (e.g. classified, explosives, medical and large exercise moves, diplomatic mail and cash convoys) to ensure they are completed, and movement arranged to meet the required delivery date.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
