To take the lead in the provision of Organisation Development support to the Council with particular focus on:- Organisation Design and workforce planning Corporate Learning, Development and Performance Management HR Policy/procedure development and review HR Systems, digitisation and information management Equality and Diversity To undertake and manage specific projects and initiatives of strategic and/or of significant importance as required by the Head of Service or Director. JOB DESCRIPTION Job Ref: 25/CSG/10 Job Title: Organisation Development Manager Reports to: Head of Human Resource and Organisation Development ResponsibleTo:Director of Corporate Services and Governance Location: Either the Grange, Omagh or Townhall, Enniskillen. However, the successful candidate will be expected to travel to other locations within the Council to meet the requirements of the post. Hours of Work: The normal working week will be 37 hours, Monday to Friday, but work outside these hours may be necessary on occasions. Salary: PO3;SCP34-37;£43,693-£46,731 Main Duties and Responsibilities Work with the Corporate Leadership Team and senior officers to ensure appropriate workforce planning to efficiently support the Councils current and future employee resource needs. Support the implementation of appropriate succession and employee turnover planning and to ensure the Council effectively manages all retirements through the relevant pension scheme and in accordance with relevant policies and procedures. Provide support and assistance with the development and implementation of organisational change and development to support the delivery of the Councils short, medium and long term aims and objectives. Support the ongoing review and development of the organisational structure and ensure that job roles are clearly defined within job descriptions and graded appropriately through the administration of the job evaluation process. Develop and review the Councils employee-related policies and procedures, consulting with recognised Trade Unions to ensure policies comply with legislation and best practice in relation to people management and development. Review and update the Corporate Learning and Development Plan and implement and record learning and development interventions which ensure employees and managers are equipped with the necessary skills to effectively undertake their roles within the Council. Implement an effective leadership development programme for leaders and managers at all levels within the Council. Provide guidance and support to the Corporate Leadership Team and other senior managers to ensure appropriate arrangements are implemented to effectively monitor and manage employee performance and development in accordance with the Councils agreed procedures and policies. Identity best practice and modern trends in organisation development through research, attending conferences, webinars and networking events. Monitor trends and data related to organisation development using workforce analytics and qualitative data analysis for Organisational Development and identifying opportunities to enhance employee learning and development. Develop and lead on the delivery of an Employee Equality and Diversity action plan which ensures the Council workforce is reflective of the demographics of the district and the Council, encourages candidates from diverse backgrounds and provides training to all employees on diversity and inclusion. Ensure the HR system is used efficiently and maximise its potential to support the HR&OD function and ensure that all records are maintained in a safe and secure manner which enables the appropriate access and disposal in accordance with the Councils Records Retention and Disposal schedule and data protection principles and legislation. Prepare responses to Access to Information requests in accordance with Council policy and legislative requirements. Mentor, develop and performance manage employees within the team including new employees as well as those who are undertaking new roles to ensure their continuous development and effective performance in their roles. Provide assistance, as required, to the Human Resource Manager on all aspects of Human Resource Management, including support for recruitment, selection, and employee relations matters. General Comply fully with all Health and Safety at Work legislation in accordance with the Councils Health and Safety at Work policy and all associated procedures and guidance. Comply with all the Councils Policies and Procedures including the Employee Code of Conduct and the Employee and Councillor Working Relationship Protocol. Implement all Financial and Procurement policies and procedures. Undertake the duties of the post at all times in a manner that enhances and promotes the positive image of Fermanagh and Omagh District Council. The postholder will be expected to be flexible and adaptable to meet the changing needs and requirements of the Council. Person Specification Essential Criteria: CIPD qualified to intermediate level or above (level 5) or equivalent / higher qualification in a related discipline e.g., Organisational Psychology or Development, Change Management or Business Management. and Have at least three years experience within a Human Resource / Organisation Development function with evidence of: Experienceofsuccessfullyimplementingachange management programme. Ability to work collaboratively and build effective workingrelationshipswithTradeUnionsand/or employee representatives. Ability to develop and implement effective Human Resourcepoliciesandproceduresinaccordancewith legislation and best practice. Abilitytodevelopanddeliveroutcomesfocusedaction plans. Possess a valid driving licence and have access to a form of transport to meet the needs of the post. Desirable Criteria: Possess Chartered membership of the CIPD or equivalent recognised professional body. Additional relevant qualifications and or experience.
