We are seeking a proactive and experienced Deputy Estates Manager (Environment and Enforcement) to support and deputise for the Estates Manager in leading our Environment and Enforcement teams. This is a hands‑on role with a strong focus on operational delivery, health & safety compliance, and public service excellence across our Council‑managed estates.
Key Responsibilities
Operational Supervision & Team Leadership
* Plan, coordinate, and supervise the daily work of the Environment Team, ensuring effective delivery of Council services across all open spaces, parks, play areas, allotments, car parks, and related environment sites.
* Lead regular briefings with the team, setting clear priorities, allocating tasks, and communicating any changes to the plans, ensuring gall staff understand their roles and responsibilities.
* Monitor the performance and workload of the team, training requirements and professional development, providing on‑site support, mentoring, and practical advice, addressing minor issues directly and escalating more serious concerns to the Estates Manager.
* Support staff wellbeing by maintaining a positive, respectful team environment and upholding the Council's health & safety standards in all areas of work.
Planning, Delivery, and Oversight of Environment and Enforcement Services
* Oversee the routine maintenance, cleaning and inspection of all Council‑managed open spaces, car parks, play facilities and street furniture, ensuring that tasks such as litter picking, waste management, grass cutting, weed control, and minor repairs are completed efficiently and to a high standard.
* Plan and coordinate the weekly and reasonable activity schedule for the Environment team, including gritting, storm response, and event site preparation, ensuring tasks are prioritised according to operational needs and public safety considerations.
* Monitor the condition of Council assets by conducting site inspections, identifying hazards, recording faults, and ensuring follow‑up actions are completed and reported to the Health & Safety Manager.
* Provide first‑line response to reports of damage, vandalism, or safety issues, taking immediate action where necessary and reporting incidents in line with Council procedures.
* To support the Estate Manager in planning and implementing future improvements to open spaces including planting schemes, seating, accessibility upgrades, and biodiversity projects, ensuring they align with community needs and Council priorities.
* Act as the point of contact for the deployment and operation of speed signage, coordinating locations and equipment procurement in partnership with Cornwall Council and the Estates Manager.
* Support the instalment and maintenance of public signage, accessibility features, and infrastructure improvements, ensuring compliance with Council standards and accessibility requirements.
Health & Safety Compliance
* Champion safe working practices within the team, ensuring all staff use PPE correctly, follow risk assessments and method statements, and maintain accurate records of completed tasks and inspections.
* Conduct spot checks on tools, equipment, and vehicles, ensuring safe use, maintenance and proper storage.
* Support the Estates Manager in ensuring the team complies with relevant legislation, Council policies, and procedures, including those relating to health & safety, safeguarding and environmental protection.
* Lead on‑ground responses to weather related incidents emergency closures, and urgent repairs ensuring public safety is prioritised and sites are made safe as quickly as possible.
Communication and Public Engagement
* Act as the primary point of contact for the public and stakeholders on operational environmental and enforcement matters, providing clear information, addressing concerns and signposting queries to the appropriate service where necessary.
* Maintain effective communication with the Estates Manager, providing regular updates in work progress, issues arising, and resource needs, contributing to planning discussions and service reviews.
* Liaise with contractors, suppliers and partner organisations to support safe access, coordinate on‑site works, and ensure service standards are upheld.
* Act as the main point of contact for managing and collecting evidence on externally funded projects and work in liaison with the Grants Officer and other stakeholders to secure funding for future environmental initiatives.
Essential Qualifications
* NVQ Level 4 or equivalent in a relevant field (e.g. Horticulture, Environmental Services, Grounds Maintenance, Public Space Management or similar)
* Full, valid UK driving licence.
Desirable Qualifications
* IOSH Working Safety or equivalent Health & Safety training.
* First Aid at Work certificate.
* Experience in enforcement or public protection roles with a local authority settings.
* Knowledge of public space bylaws and environmental protection principles.
* Holder of the Police Community Safety Accreditation Scheme powers.
* Familiarity with local government procedures and service delivery standards.
