Local Public Services - Senior Manager - Procurement, Cost Reduction & Transformation
PwC UK is seeking a Senior Manager to lead work across procurement, cost reduction, and commercial transformation for local public services, including councils, housing associations, charities, and devolved governments. The role focuses on delivering measurable savings and long-term change by rethinking external spend, supplier management, and commercial operations.
About The Role
As a leadership role in our Local Public Services team, you will shape strategies, deliver projects, and build capability within client teams and the PwC consulting group. You should be able to demonstrate how you have personally led change delivering tangible financial and non-financial benefits, especially through improved procurement or commercial practices.
You will work closely with senior client stakeholders and PwC Partners and Directors to shape strategies, deliver projects, and develop capability within client teams and our growing consulting practice. What Your Days Will Look Like
* Lead client projects end-to-end from shaping the approach to delivering and embedding change.
* Manage multiple clients and build trusted relationships with senior leaders.
* Guide teams and oversee the quality of deliverables.
* Help grow the practice by contributing to business development and knowledge sharing.
* Stay up to date with public sector policy, regulations, and commercial innovation.
Responsibilities
* Cost Reduction: Identify and deliver cost-saving opportunities across third-party spend and supplier ecosystems; develop cost management strategies tailored to public sector priorities and constraints.
* Procurement Strategy & Delivery: Lead procurement projects aligned to regulations and best practice; design and deliver complex commercial strategies; run end-to-end procurements; implement contract management and supplier relationship programs.
* Operational Improvement: Streamline commercial and procurement functions; deliver operating model reviews and change programs; lead adoption of new processes and systems.
* Digital Transformation: Drive innovation through data, automation, and next-gen commercial tools; shape and implement digital roadmaps for procurement and commercial services.
What You’ll Need
* Extensive experience in the public sector or consulting, focusing on procurement, supply chain, cost reduction, and transformation.
* Understanding of public sector procurement regulations (including Procurement Act 2023, and prior frameworks such as PCR/UCR).
* Proven ability to deliver successful, complex projects with high financial and strategic value.
* Strong leadership and people development skills, including leading teams and supporting junior colleagues.
* Excellent stakeholder management, communication, negotiation, and influencing skills; ability to work with senior decision-makers and lead negotiations with suppliers.
* Proficiency with tools used in public sector procurement (e.g., source-to-pay platforms, data analytics).
* Flexibility to travel as needed to support clients.
