An exciting opportunity has arisen for a highly motivated, enthusiastic and hard working Deputy Head of Procurement to work at Derbyshire Healthcare NHS Foundation Trust.
The post holder will provide leadership and management of a professional purchasing service to Derbyshire Healthcare contributing to the development and achievement of the Trust's procurement strategy, transformational activities and work plan. The post holder will deputise for the Head of Procurement on procurement and logistics issues and lead on key projects.
To manage, develop, and motivate procurement staff and contribute to the transformation of the service and its influence across the organisations.
The post holder is accountable to the Head of Procurement for implementing the sourcing and contracting strategy across the Trust(s) ensuring that commercial and supply chain risk is effectively managed. The post holder is required to co-ordinate a wide range of procurement activity at all levels across the Trust and to manage a portfolio of projects and contracting activity to ensure that the annual work plan is achieved.
The post holder will ensure that the service is sensitive, responsive and flexible to the changing needs of the Trust balanced against the need to remain cost effective, the main task being to provide a strong and effective professional management focus leading to the achievement of agreed targets, efficiencies and added value initiatives.
Main duties of the job
1. Responsible for the procurement function within the Trust in the absence of the Head of Procurement.
2. Contributes to the strategic planning and operational provision of the Trust's procurement function.
3. Assists the Head of Procurement in the implementation of the Trust's Procurement Strategy based on best practice for public sector procurement and ensures that such strategy is monitored against objectives and reviewed.
4. Provides managerial support and training to the procurement team, including day-to-day operational cover as required.
5. Strategic:
o Supports the Head of Procurement in the delivery of cost and efficiency savings for the Trust by analysing current spend in specific categories to support the development of procurement strategies.
o Meets customer requirements by demonstrating best value for money when procuring products and services whilst also ensuring compliance with contracts and Trust/UK standard procurement practice.
o Supports contract compliance by pursuing procurement excellence through the implementation of efficient and effective procurement projects within key markets.

Qualifications
* Achieved or working towards CIPS
* Evidence of having undertaken supply chain management training EU Procurement legislation training or additional specialist procurement courses
* Educated to degree level.
* Chartered MCIPS (Level 6)
Experience
* Evidence of experience of Line Managing a Team
* Complex Purchasing & Contracting experience.
* Substantial experience of successfully working in a senior procurement management role within a large and complex organisation.
* Experience of managing large budgets and delivering extensive cost improvement programmes leading to multi-million £ savings.
* Expert and extensive hands‑on experience of current EU procurement directives and UK legislation. Knowledge of public sector procurement rules and legislation. PCR 2015 & PA23
* Evidence of a minimum 3 years experience of Line Managing a Team
* Experience of working in public sector procurement ideally the NHS.
Knowledge
* Knowledge of Atamis system
* Fully conversant with the application of EU/UK procurement legislation/tendering processes & procedures
* Commercially astute in leading on the development, negotiation and delivery of procurement projects.
* Implement develop and use up to date systems in support of best practice procurement including but not exclusively the following Trust-wide systems electronic tendering tools, Supplier / Contract management systems, benchmarking tools o End to end procurement ordering systems, Inventory management systems
* Evidence of on-going professional Development

* Exceptional communication skills and an ability to understand and impart a wide range of complex, sensitive and specialised information at all levels.
* Demonstrable ability to prioritise with consistently high levels of attention to detail.
* Interact with people/stake holders at all levels.
* Excellent organisational skills to ensure deadlines are prioritised and met.
* Confident to present/represent procurement at senior meetings
* Excellent leadership skills
* Understanding of current best practice in all aspects of supply chain management.
