Lifts Manager

Temporary, Full Time (12 months)
Day Rate: £550.00 per day (umbrella)
Location: Harlow, Essex
Closing Date: 21 April 2026
An interim opportunity has arisen for an experienced Lifts Manager to join a large housing organisation on a 12‑month basis. This role requires the successful individual to be based on site three days per week.
The organisation has significant ambitions and is delivering a major housing capital investment programme, with planned investment of approximately £150m over the next two years. As part of this programme, a high‑calibre professional is required to provide technical leadership and assurance across all lift assets.

About the Role

The Housing Operations team is seeking an experienced Interim Lifts Manager to oversee the management, compliance, and maintenance of passenger and goods lifts across a large residential housing stock and associated non‑housing portfolio.
You will be responsible for ensuring full statutory compliance, managing contracts with service and maintenance providers, and acting as the organisation's technical authority on all lift‑related matters.

Key Responsibilities

Manage all lift assets across the portfolio, ensuring operational safety and statutory compliance
Commission and oversee LOLER Thorough Examinations, ensuring all lift certification remains current under the Lifting Operations and Lifting Equipment Regulations 1998
Lead contract management for lift maintenance, repair, and modernisation contracts
Ensure compliance with the Health & Safety at Work Act 1974, BS EN 81 standards, and the Supply of Machinery (Safety) Regulations 2008
Liaise with the Competent Person under PUWER 1998 and coordinate planned preventative maintenance programmes
Report to senior management on KPIs, defects, expenditure, and risk

Essential Qualifications

Recognised lift engineering qualification (e.g. LEIA, City & Guilds 2850, or equivalent NVQ Level 3+)
Authorised / Competent Person status to conduct LOLER Thorough Examinations
IOSH Managing Safely, NEBOSH Certificate, or equivalent health & safety qualification

Essential Experience

Proven track record managing lift assets within a social housing or local authority environment
Strong contract management experience, including tendering, performance monitoring, and supplier management
In‑depth knowledge of LOLER 1998, PUWER 1998, the Health & Safety at Work Act 1974, and relevant British Standards
Experience managing compliance documentation, risk assessments, and lift certification registers
Ability to manage both capital and revenue budgets effectively

Desirable

Experience delivering lift modernisation programmes
Familiarity with the Regulatory Reform (Fire Safety) Order 2005, particularly in relation to evacuation lifts
Knowledge of asset management systems
