Senior Practitioner – Housing, Planning & Health

About The Role
Wirral Council is seeking an experienced and motivated Senior Practitioner to lead vital work at the intersection of public health, housing, planning and regeneration. This is a unique opportunity to influence how our places are designed, how services work together, and how we reduce health inequalities across the borough.
In this cross‑directorate role you will strengthen collaboration between Housing, Planning, Regeneration and Public Health, ensuring that health is embedded at the heart of local decision‑making. You will lead and coordinate strategic programmes, embed Health Impact Assessments across key services, and drive delivery of the housing and health recommendations from the 2025 Public Health Annual Report (PHAR). Using your specialist knowledge you will guide policy development, support evidence‑based practice and champion innovative approaches that improve health outcomes for Wirral residents.
You will work closely with senior leaders and system partners and play a central role in delivering the Local Plan, Housing Strategies, and the Wirral Health and Wellbeing Strategy.
In This Role, You Will
* Lead and coordinate cross departmental programmes that bring together health, housing, planning and regeneration priorities.
* Embed Health Impact Assessments across service areas to strengthen evidence‑based decision‑making.
* Support the planning, commissioning and evaluation of programmes that improve health and reduce inequalities.
* Lead and contribute to research, evaluation and strategic policy development that informs future service design.
* Drive improvement by ensuring health and wellbeing are integral to housing, social housing and homelessness services.
About The Candidate
We are looking for a strategic, forward‑thinking professional with strong communication and influencing skills. You will have experience working within public health, housing, planning or a related local authority field, and be confident forming strong partnerships across complex systems. A passion for improving public health outcomes through place‑based approaches and service integration is essential.
Eligibility and Right to Work
Eligibility to work in the UK will be verified in the final stages of the selection process. All candidates must either already have a right to work in the UK before commencing employment or meet the Home Office criteria for visa sponsorship.
