As the Supervisor of Road Operations, you’ll lead road maintenance and construction activities, ensuring safe, reliable infrastructure across Norfolk County. Your guidance, inspections, and planning will improve service quality, support efficient operations, and enhance public satisfaction through well‑managed projects and responsive problem‑solving.

Duties and Responsibilities

* Provide leadership and direction to operations staff.
* To have a well-managed operations yard. Provide staff direction and motivate staff to excel at their jobs.
o Keep staff up to date on changes in the field.
o Provide feedback on production.
o Educate staff through training and courses.
* Assist in the development and review of policies, procedures, standards and programming governing the road department.
o Improve prior policies so that the ratepayer and staff are clear on what is expected.
o Review prior policies and rethink through each time new circumstances arise.
* Conduct regular inspections of road maintenance and construction activities.
o Ensure all aspects of projects are completed to set standards.
o Review contracts or policies and visit activities.
* Assist in the preparation of the annual operating budget for the Roads Department.
o Ensure budgets include funds to complete all projects and activities.
o Maintain accurate records and calculations for future needs and communicate with others in the department about future plans.
* Perform administrative duties including records on employees, equipment, road patrols and construction and maintenance projects.
o Ensure accurate records are kept for tracking costs of operations and expenses.
o Daily reports and summaries are recorded; identify alternate technologies/processes.
* Manage and supervise outside contractors.
o Ensure contractors perform their duties to the standards set out in the contract and achieve good end results.
o Daily reports and summaries are recorded.
* Investigate and conduct prompt follow-up on questions from the public.
o Ensure ratepayers are pleased with service and solve problems to satisfy them.
o Respond to ratepayers in a timely manner; provide realistic timeframes for work completion.
* Other duties as assigned.


Knowledge and Experience

* Two (2) year Community college, Engineering technician program or equivalent.
* Five (5) years of supervisory experience.


Skills and Abilities

* Management and organizational skills.
* Able to motivate employees.
* Good written and oral communication skills.
* Ability to deal with the public.
* Knowledge of road maintenance and construction (e.g., paving methods, surface treatment).
* Knowledge of survey skills - setting of grades for roadwork and drainage.
* Knowledge of heavy equipment usage and maintenance.
* Good Roads Association courses, Mahoney road school, Anderson Courses, Infrastructure training.
* CET or C-Tech certification with OACETT or the ability to obtain within 6 months.
* Valid Ontario G driver’s license and access to a reliable vehicle including the ability to provide a driver’s abstract when requested during the recruitment process.
* Computer expertise in corporate standard software (Microsoft Office) and department specific software to data search and entry and to create and modify word processed documents.
* Must be aware of safe work practices as they relate to job responsibilities and work environment, and have a basic understanding of the Occupational Health and Safety Act.
