Estates Building Officer

We're looking for someone ready to step into a hands‑on role at the centre of a busy, fast‑paced Estates Engineering Team. You’ll quickly get to know our large—and continuously expanding—hospital site, uncovering new areas, working with colleagues from every department, and supporting services across both Milton Keynes University Hospital and our satellite locations throughout the city.
Your health and safety expertise (including asbestos, confined spaces and working at height) will play a crucial part in keeping both our in‑house team and contractors safe and compliant.
You’ll support minor new‑works projects and play a key role in maintaining our wide range of engineering systems and supporting safe contractor activity, helping to keep our hospital safe, efficient and fully operational.
Responsibilities
* Plan, monitor and control all aspects of assigned projects to ensure successful delivery on time, within budget, and to specified quality and performance standards.
* Act as the Trust’s Appointed/Responsible person for asbestos, leading on asbestos management, providing specialist advice to Estates and other departments, organising and delivering training, managing asbestos surveying consultants and removal contractors, and keeping the asbestos register up‑to‑date.
* Set up and maintain effective channels of communication within the department and between management, staff and other hospital departments.
* Indirectly line‑manage the Estates Administrator assigned to the Minor New Works database.
* Support the Estates team in ensuring the effective delivery of all aspects of the Capital and Minor new‑works projects programme, ensuring contract compliance and KPI performance.
* Project manage delegated Capital and Minor new‑works projects, including backlog maintenance, budget planning and environment improvement group activities.
* Prepare detailed project plans and manage the delegated budgets for Minor New Works and Capital Funded schemes.

Person Specification
Qualifications and knowledge
* Degree in Building Services or equivalent acquired knowledge and experience
* Good experience of working within a large estate
* Specialty in two estate fields to City & Guilds Accreditation for HTM, H&S, Fire, etc. (e.g. asbestos, working at height, confined spaces)
* Certificate in Management Studies or equivalent experience
* Chartered Institute such as ACIBSE, CIHE or equivalent
* General knowledge of Facilities Services and building services at degree level
Experience
* In‑depth knowledge of one specialist field within Estates Maintenance across a multi‑disciplinary organisation
* Good experience of managing technical staff, contractors and services
* Experience in the creation of tenders for capital improvement and upgrade projects
Skills
* Ability to multi‑task and deal with complex situations of a technical nature across a broad spectrum of plant and equipment
* Resilience to pressure, achieving task deadlines under difficult or distressing situations
* Represent the Trust at external meetings and work groups
* Empathise with staff, patient and visitor problems and seek acceptable solutions
* Use technical software tools in carrying out the role, e.g. MiCAD
Personal and people development
* Attend C&G accredited HTM courses as required to fulfil the role, including regular refresher courses
* Assist other members of Estates with CPD, imparting specialist knowledge through training workshops and 1‑to‑1 training sessions
Communication
* Exchange specialist information across a broad spectrum of staff and external contractors and statutory agencies
* Negotiate with suppliers and other agencies in the purview of the role
