81515 - Commissioning Engineer (Permanent) – UK Power Networks team, located in the eastern region across Hertfordshire, Essex and East Anglia.

Salary: £80,574 plus a 3% bonus.

Medical and DBS reference check required.

Job Purpose

The Commissioning Engineer in the Capital Programme Operations Team ensures installations, plant and equipment are correctly tested and proven prior to service. The role involves management and supervision of a commissioning team and providing technical advice for projects within the Capital Programme portfolio.


Dimensions

Liaise/coordinate with Programme managers to deliver the regional APP/Connections portfolio valued at approximately £150M per year; ensure full compliance with UKPN policies and procedures; sign off new multi-million-pound installations as fit for service; operate the network from an authorised person perspective up to and including 132 kV.


Principal Accountabilities

* Help develop multiple projects from Gate A to close out Gate D;
* Manage a portfolio of multiple electrical projects;
* Provide engineering, safety, management, and leadership to a group of contract commissioning engineers and fitters;
* Coordinate with the construction team and other stakeholders to ensure resources are in place;
* Mentor and coach staff to develop authorisation progress;
* Attend project-specific meetings and reviews, ensuring UKPN standards are adhered to;
* Liaise on operational, plant, and cable policy matters to deliver projects on time, quality, cost, safety, and environmental management;
* Provide input on quality and deliverability;
* Ensure commissioning assurance through audits of quality of work, technical competencies, adherence to specifications, and safety procedures;
* Ensure required project completion data is completed and submitted for processing;
* Ensure compliance with CDM and safety documentation where required;
* Input into project issues log and risk register;
* Provide customer service at very high levels, minimising CIs & CMLs, network risk, and complaints;
* Ensure all workforce is fully aware of safety and environmental requirements;
* Promote company values;
* Manage commissioning drawings, test forms, and as-built records.


Main Duties

* Manage every stage of the commissioning process from cold commissioning to energisation for a number of projects;
* Keep up to date with new relay and testing software to install multiple items onto the network;
* Check and apply settings to complex relays;
* Drive complex testing equipment for testing and commissioning of relay schemes;
* Commission primary transformers, feeders, and primary plant onto the network;
* Review designs before starting work to ensure compliance with current policies and procedures;
* Liaise with project managers, designers, and surveyors to ensure workable designs;
* Have input to the Hazard Elimination and Management Checklist (HEML);
* Supervise a team of electrical fitters (UKPN staff or contractors) where required;
* Attend meetings with stakeholders;
* Issue safety documents in line with DSRs, issue task instructions, and adhere to the Putting People To Work (PPTW) policy;
* Raise TQs, CE, and EWN issues that may affect project delivery and submit via Unifier;
* Provide guidance and create solutions from a commissioning perspective for complex challenges;
* Ensure work is delivered to design and specification;
* Ensure suitable RAMS and SSOW are in place for each task requiring operational precautions;
* Proactively seek continuous improvement and development of others;
* Carry out site and BE audits and record them on AIRLine;
* Create, maintain, and review commissioning plans, commissioning switching programme, inspection testing plans, and test forms;
* Work effectively in a team or independently.


Required Qualifications

* Electrical Engineering HNC/HND;
* Background in primary substation and cable/OHL systems and experience in a project delivery environment;
* Full AP status for a minimum of two voltage levels;
* Member of the IET and Eng Tech status, working towards IEng;
* Minimum of three years’ primary or secondary operational experience in a DNO network;
* NEBOSH safety general or construction qualification;
* Organisational and attention‑to‑detail skills; ability to manage multiple projects and meet deadlines;
* Full driving licence;
* Excellent communication skills;
* Knowledge of safety & environmental regulations, CDM, ISO9001 quality processes;
* Understanding and application of UK Power Networks policies and procedures;
* Competent user of Microsoft Office (Outlook, Excel, Word, Project);
* Flexible attitude to work and working hours;
* Aware of the business, financial, and regulatory obligations;
* Ability to build relationships with colleagues, internal teams, and external partners;
* Teamworking to meet tight deadlines and achieve shared goals;
* Initiative and self‑motivation to solve problems and achieve ambitions.
