Job Description

We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation and remove barriers to delivery, ensuring alignment with the business case and value for money.
We are seeking someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investments.
Key tasks include:
1. Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
2. Ensuring programme deliverables align with strategic objectives, owning the change control process.
3. Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
4. Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
5. Supporting investment and funding activities alongside the Programme Manager and Director.
6. Ensuring adherence to governance and assurance requirements.
7. Supporting ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation, and Programmes team is responsible for implementing the Digital Strategy across E&B, shaping digital service delivery to make them more efficient, simple, and user-friendly.
You will work in a multidisciplinary team, alongside Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms.
Experience and Skills Required
Beneficial but not essential experience includes:
* Experience in fast-paced, dynamic programmes
* Extensive digital skills (Excel, SharePoint, PowerBI, etc.)
* Managing complex financial data
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Purchase order management
* Experience with business cases, EA and Defra approval routes, and change control processes.
* Experience in digital programmes (helpful but not essential)
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.
Additional Information
You will have an incident management development plan, with support and training provided. The role offers flexible working arrangements, including job sharing, and is based in an EA Office location with national scope. Some travel and overnight stays may be required.
