Transformation Programme Manager - Banding subject to AfC matching

We have an exciting opportunity for an experienced Programme Manager to join our team and play a key role in delivering transformational change to improve Place-based Health services in Great Yarmouth and Waveney. The role involves working with colleagues across the Health and Social Care system to support the delivery of a portfolio of programmes and projects.

The Programme team at EastCoast Community Healthcare (ECCH) comprises friendly, dynamic, supportive, and skilled project professionals committed to delivery. If you are passionate about change and possess the skills and experience to lead programmes and projects addressing health inequalities, enhancing access to healthcare, and improving community health outcomes, this role is for you.

Applicants should have significant experience managing programmes and delivering business change throughout the complete lifecycle, from scoping and definition to benefits realization. Strong stakeholder management skills are essential, as building relationships and engaging with external stakeholders and partners are key aspects of the role.

There will be options to work from home on some days, with patterns varying according to job demands.

Following a 3.6% Agenda for Change pay award, this role will be eligible for a salary increase effective August 2025. Details of the new pay structure are available on the NHS Employers website.


Main duties of the job

1. Manage programmes and projects effectively, creating an environment for success, liaising with, reporting to, and providing assurance to stakeholders, senior management, and executive teams.
2. Follow established Programme Management methodology to support organizational change and benefit realization aligned with strategic objectives.
3. Plan and design programmes, proactively monitor progress, resolve issues, and initiate corrective actions as needed.
4. Manage issues, conflicts, priorities, and stakeholder communications effectively.
5. Develop strong partnerships with commissioners, partner organizations, service user representatives, and other stakeholders to support programme delivery.
6. Act as an advocate for the programmes at senior and executive levels, ensuring active engagement and sponsorship.
7. Benchmark and incorporate national and regional best practices and innovations into the programme.
8. Manage all allocated programmes/projects through to delivery, adjusting plans as necessary, and managing multiple concurrent projects.
9. Ensure key performance indicators, benefits, and savings are documented and achieved within set timescales.

The Programme Team is busy, and the successful candidate must prioritize workload, manage time effectively, and be flexible to meet project demands. Experience with both traditional and Agile project management methodologies is advantageous.

Job responsibilities

1. Accountable for effective programme management of East Place Health Alliance projects, ensuring success and stakeholder engagement.
2. Follow established programme management methodologies supporting organizational change and benefits realization.
3. Plan, monitor, and resolve issues proactively during programme execution.
4. Manage issues, conflicts, and stakeholder communications efficiently.
5. Develop partnerships with commissioners, organizations, service users, and stakeholders to support delivery.
6. Act as an advocate at senior levels to ensure engagement and sponsorship.
7. Benchmark and incorporate best practices and innovations.
8. Manage multiple projects, adjusting plans as needs change.
9. Ensure KPIs, benefits, and savings are documented and achieved on time.
10. Analyze complex project data, prioritize, and manage dependencies to maximize benefits.
11. Lead programme reporting, including presentations to steering groups and boards.
12. Implement control mechanisms to manage risks and reassess project health regularly.
13. Monitor budgets and benefits, ensuring adherence to standards.
14. Support development of service models with operational leads.
15. Continuously review and resolve problems during delivery to minimize disruption.
16. Facilitate stakeholder sessions and develop action plans for programme handovers.
17. Evaluate new initiatives and incorporate them into delivery plans where appropriate.
18. Ensure programmes align with governance frameworks and conduct impact assessments.

Qualifications

* Degree or equivalent experience at a senior level.
* Postgraduate diploma or equivalent in programme management or related field.
* Continued professional development evidence.
* Relevant professional qualifications (e.g., MoP, MSP, Prince2).
* Leadership and management qualification at Level 5 or higher.
* Membership of professional bodies like APM.
