Overview of the job��������
The Senior Commissioning and Partnerships Manager SCPM will lead and oversee regional commissioning and partnership activity ensuring the development of a comprehensive and equitable range of commissioned services to support rehabilitation and resettlement, taking a whole system approach by building local partnerships, joint working opportunities and co-commissioning. They will directly contribute to the delivery of regional reducing reoffending priorities, including but not limited to homelessness prevention, dependency and recovery, health and social care and employment opportunities.
The SCPM will report into the Head of Community Integration, be part of the senior management structure within the Region and provide leadership and management to partnership teams sitting in Community Integration such as homelessness prevention, health justice, and commissioning and partnership teams. The post holder will have sufficient seniority and authority to work with senior and strategic commissioning partners on behalf of the Head of Community Integration.
Summary������������
The SCPM will be accountable for the oversight of all commissioning arrangements in the region and related partnering with other commissioners, statutory bodies, and stakeholders, leading the development and implementation of the regional commissioning and partnership strategies.
The SCPM will develop and manage key external relationships with statutory partners, including but not limited to the Police and Crime Commissioner, Local Authorities, Health Boards at a regional and sub-regional level, and ensure the full engagement of voluntary and private sector organisations. They will promote, develop, and manage co-commissioning activity with partners to deliver rehabilitative services, with an essential and pivotal role in aligning regional activity with national policy and government regulatory frameworks, ensuring both compliance and best practice.
They will work closely with operational senior leaders and managers, counterparts on a pan-regional basis, national HMPPS commercial, CRS strategy, commissioning, and contract management functions, MoJ policy, finance and legal teams and other government departments to fulfil the duties of this role.
At the discretion of the Head of Community Integration, and decisions about the most effective deployment of and management of the team, the SCPM will be accountable for the management, performance, and development of staff, this will include but is not limited to the Commissioning and Partnership team, the Homeless Prevention team, Health and Justice team, and other relevant teams that may sit within the Community Integration structure.
Responsibilities, Activities & Duties����������
The post holder will be required to carry out the following responsibilities, activities, and duties.
Commissioning
1. Lead and be responsible for the development and management of a regional commissioning strategy, in line with national strategic frameworks, ensuring a needs-led and evidence-based approach.
2. Direct the strategic needs assessment for commissioned services and working together with key colleagues internally and externally, nationally, and locally to ensure the needs of the population who use probation is understood and ensuring an effective rehabilitation strategy is in place to tackle cross cutting social outcomes.
3. Responsible for continually improving the targeting, range and cost-effectiveness of resettlement and rehabilitation service.
4. Lead the design, review, and recommissioning of services, using all available intelligence both qualitative and quantitative to design and co-design services that address local priorities and offer value for money.
Partnerships
5. Develop strong and positive networks and relationships at a senior level with local and regional stakeholders and partners to increase system integration, leading initiatives to innovate and responding at pace to ensure we remain front and centre of system change.
6. Influence regional partnerships to commission services that meet the specific needs of people on probation.
7. Promote, lead and support collaboration initiatives at a senior level to design rehabilitation services locally to improve service outcomes.
Co-commissioning
8. Effectively lead co-commissioning arrangements with partners agreeing all relevant operational, commercial, and legal requirements, ensuring regulatory compliance and value for money.
9. Encourage whole system alignment, ensuring local co- commissioning strategies influence, inform, and align with national and wider community justice priorities and incorporate best practice.
Market/Providers
10. Be accountable for the analysis, development, and management of the market on both a regional and local level, developing provider networks and forums to promote continued development and integration.
11. Lead and coordinate regional VCSE engagement activity.
Inclusion
12. Evidence equality and inclusion in the commissioning, delivery, and management of services.
Other/Internal
13. Internally liaise with operational senior leads, HMPPS commercial, central CRS strategy, commissioning, and contract management, HMPPS insights, RRAP policy leads and all HMPPS and MoJ functions to ensure all the necessary advice and support is obtained to inform effective commissioning.
14. Ensure effective management and mitigation of all business risk arising from commissioning and partnership activity, and provide assurance that all corporate responsibilities are met.
15. Management and oversight of the partnership budget, ensuring adherence to financial regulations and value for money, developing costing models for commissioned services, optimising the Regional Outcomes and Innovation Fund (ROIF) and the use of grants.
