Parking Civil Enforcement Officer
Join BCP Council as a Parking Civil Enforcement Officer. The pay range is Band 5 £28,142 - £31,537 p.a. (pro rata for part time colleagues). All new starters will begin at the bottom of the pay band. While the starting salary is fixed, the role offers excellent scope for growth, meaningful contribution, and being part of a forward‑thinking team.
Role Purpose
To enforce parking regulations for both on and off‑street parking places and assist the public on minor parking enquiries and enforcement matters to ensure safe use of highways and car parks within the Borough.
Main Responsibilities
* Patrol public highways, council‑owned streets, and off‑street car parks in shift patterns between 07:00 and 23:59, 7 days a week.
* Sign for all equipment issued and verify it is in working order at the start of each patrol.
* Enforce decriminalised parking in accordance with appropriate legislation, including:
o Issuing penalty charge notices using handheld equipment.
o Providing affidavits and/or attending hearings as a witness as part of the adjudication service.
o Checking parking machines on site.
o Using a digital camera to record parking contraventions.
o Driving a council vehicle when required, including a moped after training.
* Assist in the maintenance of lines, signs, car parks, and other parking equipment during patrols.
* Report defects, take steps to either make safe or notify the public of any malfunction.
* Assist in any areas associated with the car parking service as and when required, including:
o Maintaining safe operation of car parks during mechanical or power failure.
o Controlling abnormal usage associated with events.
o Dealing with emergencies.
o Gathering information for parking surveys.
o Placing information notices.
* Act as relief for other parking officers, cashiers, or other posts within the car parking service commensurate with the level of post.
* Report all instances of criminal activity, suspected stolen or abandoned vehicles, and other information to the council observed during patrols.
* Undertake duties and training as required consistent with the grade of post.
* Comply with all decisions, policies and standing orders of the Council and any relevant statutory requirements, including the Equality Act, the Health and Safety at Work Act, and Data Protection Act.
Ideal Candidate
Specific Qualifications and Experience
No formal educational qualification required but must be able to write brief reports and accurately record information relevant to a possible prosecution.

* Dealing with people face to face and over the phone.
