Job overview

"This is a key role to support the Director of Commercial Procurement Services and Associate Director of Commercial Procurement Strategy, Governance and Reporting to assist with the implementation of the BHRUT vision and strategy for Commercial Procurement, as approved by the Trust Board, with a specific focus on continuous development, improvement and transformation across the entire spectrum of procurement data analytics, architecture and systems. This role will also be integral to supporting the Trust towards delivering a Best in Class Commercial Procurement Service for BHRUT and Integrated Collaboration across North East London (NEL) across the spectrum of procurement data analytics, architecture and systems deliverables. To achieve this, the role will be central to managing and maintaining key relationships with internal and external stakeholders at all levels. This role will have direct line management responsibility for a team of 2-5 senior technical procurement data analytics, architecture and modelling staff, and will work collaboratively in a matrix structure on a project and programme specific basis, as both a supportive team member and team leader, as directed by the Director of Commercial Procurement Services and Associate Director of Commercial Procurement Strategy, Governance and Reporting."

Main duties of the job

To act as the procurement data analytics, architecture and systems subject matter expert and team lead, working with key clinical and non-clinical stakeholders, providing a first point of contact and support on any escalations and emerging priorities in respects to operational and strategic matters.

This role will require being embedded within the service whilst working collaboratively with key members of the Commercial Procurement Services team to manage and address key issues and projects relating procurement data analytics, architecture and systems delivery.

To lead on procurement data analytics, architecture and systems transformation activities, projects and programmes in accordance with the Trust’s values, aims and objectives. To support the development of operational and strategic plans that deliver savings and provide improved value for money across all teams within the Commercial Procurement Services team as well as on a Trust-wide basis.

Education/ Qualifications

Essential criteria

1. Professional qualification in data, systems, process and lean methodology or equivalent experience.

Desirable criteria

2. Full Professional qualification in Chartered Institute of Procurement and Supply (MCIPS) or equivalent full qualification and membership or equivalent experience

Skills/ Abilities

Essential criteria

3. Excellent verbal and written skills; specifically the ability to write and articulate complex matters in simple language to appeal to multiple audiences.
4. Excellent procurement systems and process transformation skills; specifically across Clinical, Non-Clinical, Clinical, Procurement Supplies and Procurement Logistics.

Desirable criteria

5. Politically astute with honed communication and interpersonal skills

Experience/ Knowledge

Essential criteria

6. Experience of leading risk management and risk mitigation plans relating to procurement systems and process transformation; specifically experience of leading on ensuring and assuring that the Trust is not exposed to financial, service or reputational risk as a result of procurement data analytics, architecture and systems.
7. Experience of developing, implementing and leading operational and strategic business continuity plans across clinical and/or nonclinical and/or Clinical Procurement Supplies and/or Procurement Logistics settings and in support of wider procurement systems and process transformational outcomes.

Desirable criteria

8. Financial and budgetary management experience.
