Job Purpose
An excellent opportunity for an experienced Head of Revenues to lead and manage Local Taxation Revenue Collection services. This interim role will provide strategic direction, operational oversight, and assurance that high-performing, customer-focused services are being delivered. The successful candidate will be responsible for overseeing large-scale revenue collection, managing budgets, and driving continuous improvement and innovation.
Key Responsibilities
* Lead all aspects of Local Taxation Revenue Collection operations, ensuring services are effective, modern, and customer-focused.
* Oversee overall debt management and establish monitoring arrangements for performance.
* Manage a team of 37 FTEs with a gross service budget of £3m.
* Ensure successful collection of £164m in Council Tax and £98m in Business Rates.
* Build and maintain strong relationships with senior stakeholders and external partners.
* Increase income collection through fair practices and innovative processes.
* Deliver a "Digital by Desire" approach to modernise systems and services.
* Provide accurate financial reporting, forecasting, and ensure budgets are balanced.
* Compile and implement business plans aligned with strategic and financial objectives.
* Maximise the value of government grants and funding streams.
* Foster a high-performing team culture with a focus on continuous improvement.
Person Specification
Qualifications & Education
* Degree-level qualification or equivalent relevant experience – Essential.
* Professional qualification (IRRV and/or CICM) – Desirable.
* Management qualification – Desirable.
Experience
* Senior-level experience in Local Taxation Revenue Collection – Essential.
* Proven track record of delivering organisational change and service transformation – Essential.
* Experience of budget management and delivering cost savings – Essential.
* Experience working with voluntary or external partners – Desirable.
* Experience managing large teams and complex services – Essential.
Knowledge, Skills & Abilities
* Strong leadership and team management skills – Essential.
* Excellent communication, influencing, and stakeholder engagement skills – Essential.
* Strong analytical and problem-solving skills, including use of performance and demand data – Essential.

Working Conditions & Arrangements
* Full-time, 37 hours per week (Monday–Friday, 9am–5pm).
* Initial 3-month temporary appointment, with potential for longer-term opportunities.
* Hybrid working model with office attendance when required.
* Occasional travel to other sites may be necessary.
