Job Description

We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.

You will lead within the Programme Management Office (PMO) and provide valued input into the financial and business management of the Programme to support risk mitigation, issue resolution, and removing barriers to delivery, ensuring alignment with the business case and value for money.

We are seeking someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.

Key Tasks include:

* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives within the business case, owning change control processes.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring adherence to governance and assurance requirements.
* Supporting ongoing business management through whole life cost allocations.

The Team:

The Digital, Innovation and Programmes team is responsible for implementing the Digital Strategy across E&B, setting strategic direction for digital services that transform regulation processes.

You will work in a multidisciplinary team, alongside Defra shared services and third-party suppliers, to shape delivery of user-centered online services and digital platforms that are more efficient, simpler, and faster to use.

Experience/Skills Required:

* Experience working in a fast-paced and dynamic programme.
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order raising.
* Experience with business case development, EA and Defra approval routes, and change control processes.
* Experience in digital programmes is advantageous but not essential.
* Awareness of governance around spend control and assurance processes.
* Proven ability to lead and engage stakeholders, driving innovation and best practices.

Additional Information:

Support for incident management development, flexible working arrangements, and a guaranteed interview policy for disabled applicants are in place. The role is flexible regarding location, with some travel and overnight stays possible.
