Our vision is to embed a prevention approach across the council, tackling the wider determinants of health and addressing health inequalities. As part of the newly formed Prevention and Communities directorate, we are well placed to work collaboratively with colleagues across the council and wider system to develop a prevention model to ensure residents of Swindon live longer, happier, healthier lives.
We are seeking to recruit two substantive Public Health Consultants to lead the delivery of health improvement, health intelligence, healthcare public health, health protection, and other priorities as identified by our Joint Strategic Needs Assessment. The current portfolio areas are: 1) health protection, sexual health, and health improvement; 2) substance use, mental health, and health intelligence. There is flexibility in portfolios based on candidates' experience and skillset. Full-time is preferred, but part-time hours will be considered for the right candidate.
We are looking for energetic, passionate, and forward-thinking generalist Consultants with a proven track record working across all domains of public health. We need established leaders with highly developed public health skills to help shape decisions over a range of public health functions, operating and influencing across the system to make a significant impact.
Main duties of the job
You will play a significant role developing partnerships with senior leaders and colleagues across the Council, with the Integrated Care Board, place-based Integrated Care Alliance, our acute trust, the voluntary sector, and other partner agencies to improve health outcomes and positively impact the lives of people in Swindon.

Job responsibilities
Strategic objectives for this senior post will be negotiated based on organisational needs, key priorities, and expertise within the directorate, and outlined in the annual job plan. The lead areas will be agreed by the DPH in consultation with the postholder, potentially including:
a. Ensuring systems and processes are in place to enable the authority to respond to major incidents, including health protection threats. The postholder will lead on aspects delegated by the Secretary of State, ensuring partner organisations have mechanisms to deliver surge capacity as required.
b. Ensuring delivery of public health mandated services such as sexual health services, NHS Health Checks, and specialist public health support to the NHS, across organisational boundaries, and working to achieve relevant outcome indicators within Public Health, NHS, and Social Care Outcome Frameworks.
c. Leading work across all Council directorates and influencing partnership boards dealing with health determinants to maximize health improvement and reduce inequalities, utilizing Outcome Frameworks and other relevant data systems.
d. Leading efforts to improve health and social outcomes for specific client groups, including early years, children, working adults, older adults, learning disabilities, and mental health.
This work involves collaboration across the Council, NHS bodies (which have a statutory duty to provide public health advice), and other partner agencies. It also includes influencing private, voluntary, and community sectors impacting health and influencing professional and population attitudes and behaviors.
The postholder will demonstrate expertise in competencies outlined by the Faculty of Public Health, including evaluation, policy analysis, communication, and stakeholder engagement, including politicians. Responsibilities include managing staff or budgets, leading change, and supporting statutory duties to improve community health.
Person Specification
Qualifications
* Inclusion in the GMC Full and Specialist Register with a license to practice, GDC Specialist List, or UK Public Health Register (UKPHR) for Public Health Specialists.
* If registered in a different specialty, must have equivalent training/experience in public health practice.
* Applicants on the UK public health training programme must provide evidence of being within 6 months of gaining registration at the time of interview.
* UK-trained applicants must hold a CCT or be within six months of award; non-UK trained must show evidence of equivalence.
* Applicants must meet CPD requirements per Faculty of Public Health or equivalent.
* Qualifications include MFPH by examination, exemption, or assessment, and a Masters in Public Health or equivalent.
Experience
* Successful delivery of change management programmes across organizational boundaries.
* Experience in using complex information to explain public health issues to diverse audiences.

Salary: £91,073 per year plus a 3.2% pay award, including benefits.
