Job Purpose
To ensure the ongoing safety, reliability, and compliance of electrical, control and instrumentation systems on a lower-tier COMAH fuel terminal. The EC&I Engineer will maintain and improve site systems to meet statutory requirements, company standards, and operational needs, while supporting safe fuel import and export operations.
Key Responsibilities
* Maintenance & Reliability
* Plan and carry out preventive and corrective maintenance on EC&I systems.
* Troubleshoot faults in electrical distribution, instrumentation, PLCs, and SCADA systems.
* Maintain site UPS, generators, level gauging, and overfill protection systems.
Compliance & Safety
* Ensure all EC&I work complies with ATEX, DSEAR, BS7671, and relevant COMAH regulations.
* Maintain and review electrical inspection schedules and hazardous area equipment registers.
* Support site in preparation for COMAH inspections and other regulatory audits.
Control of Work & Projects
* Support safe systems of work through permit writing, RAMS reviews, and contractor supervision.
* Lead small EC&I projects from design through to installation and commissioning.
* Specify, select, and procure EC&I equipment with appropriate certifications.
Documentation & Systems
* Keep all EC&I documentation, drawings, and software backups up to date.
* Maintain functional safety documentation for critical systems.
* Participate in root cause analysis and incident investigations as required.
Collaboration & Support
* Work closely with site operations and third-party contractors (e.g., ATEX inspectors, automation vendors).
* Provide technical input into modifications, upgrades, and management of change (MoC) processes.
* Act as subject matter expert for EC&I-related risk assessments and procedures.
Education & Experience
The job holder will have;
* Advanced technical apprenticeship in electrical and/or instrumentation engineering maintenance
OR
* Degree in Electrical and Electronic Engineering or Instrumentation and Control Engineering.
Suitable experience in;
* Maintenance Strategy and Tactics.
* Outage planning/management
* Engineering & Operational interface
* Implementing & evaluating improvements & mods.
Zero Harm, Competence & Behaviours
Level 2 (Site Based)
* Ensure an awareness of and compliance with Zero Harm health, safety and risk management standards, policies & practices.
* Review and agree to the Zero Harm Charter.
* Consistently demonstrate compliance with all Level 2 behaviours in line with the Behavioural Competency Framework.
* Complete and maintain required training and competence assessments to be able to identify and perform safety critical tasks and activities in accordance with the site major accident hazard scenarios, as outlined in the competence management standard.
* Ensure safety critical tasks and activities are carried out by competent persons in line with the competence management standard.
* Demonstrate competence and compliance with all Bulletin 1 responsibilities.
* Demonstrate working knowledge of the concepts of Process Safety Management and Leadership, including instilling a process safety culture in others.
* Comply with the process safety management systems within the Company Operating Standard
People Management
Level 2
Responsible for all day-to-day EC&I activities, ensuring that contracted site electricians are engaged and meeting performance targets or tackling issues at the earliest opportunity.
Responsible for ensuring electrical contractors are technically competent to safely undertake their job roles and display required behavioural competencies.
