Business Analyst – Housing Transformation

Salt’s Local Government team is working with a London-based council to recruit a Business Analyst to support a major Housing Transformation programme.
This isn’t a digital BA role. The council is looking for someone with hands-on experience delivering operational and service improvements across core housing services – particularly repairs, allocations, housing needs, compliance, and data accuracy. You’ll play a key role in driving change across frontline services and internal processes, helping to reshape how housing operates at a local level.
Key responsibilities:
* Process mapping of current (“as-is”) and future-state (“to-be”) services
* Requirements gathering – functional and non-functional
* Supporting service leads to define and implement changes to processes, data, and service models
* Engaging with stakeholders across housing, property, customer services, and compliance
* Light-touch project management where required
* Collaborating closely with operational housing teams and transformation leads
What we’re looking for:
* Strong background in business analysis within local government housing
* Clear experience working on service transformation, not just digital delivery
* Deep understanding of housing operations such as repairs, housing needs, allocations, or compliance
* Strong process mapping, stakeholder engagement, and documentation skills
* Experience working with housing systems ( NEC, Northgate) is a bonus, but not essential
This is a 3-month rolling contract, paying £500/day inside IR35, with 1-2 days per week on-site in Central London.
