NHS Frimley Health Foundation Trust is seeking an experienced and forward-thinking Senior Operational Estates Manager to lead the delivery of a safe, compliant and high-performing estates service across all Trust-owned, leased and managed sites.
This is a pivotal senior operational leadership role with responsibility for ensuring that the Trust’s estates infrastructure supports excellent patient care and staff experience. You will provide assurance that statutory and planned preventive maintenance is delivered effectively, reactive works are prioritised appropriately, and risks are managed in line with NHS and legislative requirements.
Working across acute and community settings, you will lead and develop a multidisciplinary estates workforce, shaping modern, flexible and mobile ways of working to meet the evolving needs of the Trust and the wider Integrated Care System.
Detailed Job Description And Main Responsibilities
* Deliver a safe, effective and legally compliant estates service across all Trust sites, in line with statutory duties, NHS guidance and recognised technical standards.
* Provide robust assurance that statutory and planned maintenance programmes are fully implemented, monitored and reported through clear KPIs, minimising equipment failure and service disruption.
* Plan, prioritise and oversee reactive maintenance, minor works and backlog programmes, ensuring risks are controlled and patient safety remains paramount.
* Lead estates staffing resources to provide a responsive, priority-based service 24/7, including the development of a mobile, multi-skilled workforce.
* Support operational and strategic risk management for estates assets, coordinating service interruptions with clinical and corporate stakeholders.
* Undertake quality, safety and compliance audits, ensuring issues are reported, addressed and escalated appropriately.
* Participate in the Trust’s senior estates on-call rota, providing out-of-hours leadership and decision-making.

Person Specification
Qualifications
* Educated to Masters level or appropriate bachelor’s degree combined with experience
* Membership of a professional body, MIET, CIBSE, SOE etc
* Health and safety qualification such as NEBOSH, IOSH
* Project management qualification such as PRINCE2
* Management qualification such as CMS, DMS.
* Evidence of continuous professional development.
Desirable Qualifications
* Postgraduate management qualification.
Experience
Essential Criteria
* Significant senior management experience either in the NHS or private sector environment.
* Significant complex budgetary management experience, financial awareness, and the ability to meet defined budgetary targets for both revenue and capital expenditure.
* Proven ability to manage change in a multi-skilled workforce.
* Able to work under pressure and to balance competing priorities.
* Good interpersonal skills with a high level of integrity to deal with difficult situations.
* Knowledge of legislation and guidance affecting areas of responsibility.
* Substantial estates operational management experience either in the NHS or private sector environment.Experience in writing detailed reports to be presented at Trust Board.
* Experience of developing and implementing policies and standard operating procedures.
* Proven record of leading, coordinating and developing a multi-skilled workforce across different sites.
Desirable Experience
* Experience of managing large contracts in either the commercial or public sector.
