The Opportunity

We’re looking for an experienced Senior Procurement and Commissioning Specialist to join our Finance and Procurement Team.

In this key role, you’ll support all procurement activities, including those above the Procurement Act 2023 thresholds, driving savings, innovation, and social and economic improvements across the Council. You’ll bring commercial acumen, strategic thinking, and strong market knowledge to help deliver real outcomes for internal stakeholders and the residents of Lichfield District.


What You’ll Do

* Deliver high-quality procurement and commissioning support across all Council services.
* Provide expert commercial advice and guidance to colleagues to help achieve savings and strategic objectives.
* Lead and support innovative procurement activity that drives value and social impact.
* Manage contracts, supplier relationships, and procurement risk across a wide range of categories.
* Coordinate and maintain key procurement systems, including the contracts register, Future Procurement Plan, and eTendering system.
* Organise and participate in supplier engagement events such as Meet the Buyer and How to Tender sessions.
* Develop and manage tender documentation, specifications, and evaluation criteria.
* Promote transparency, compliance, and continuous improvement across all procurement and commissioning processes.

About You

We’re looking for a confident, experienced professional who can combine deep procurement knowledge with practical problem-solving skills and a collaborative approach.


Essential Requirements:

* CIPS Level 4 qualification (or equivalent).
* Minimum 5 years’ experience in procurement, including 3 years within the public sector.
* Proven experience managing high-value, complex, or high-risk procurements.
* Excellent communication, negotiation, and stakeholder management skills.


Desirable:

* CIPS Level 5 or above (or working towards).
* Experience with ProContract or similar eTendering systems.
* Experience across a broad range of categories including IT and Facilities.
