The Opportunity
The York and North Yorkshire Combined Authority is seeking an exceptional legal leader at a pivotal time in its development. As Head of Legal and Deputy Monitoring Officer, you will play a central role in shaping the governance and legal framework of this newly formed and ambitious organisation, supporting the Mayor and senior leadership team to deliver transformational change across the region.
Reporting directly to the Director of Legal, Governance and Compliance, this is a high-impact, visible role. You will lead the legal function, ensuring compliance with statutory obligations and providing trusted legal advice to Members and Officers. You will also deputise for the Monitoring Officer, supporting ethical governance and democratic processes across a diverse and evolving organisation.
This is a rare opportunity to help build a legal service from the ground up, influence the Combined Authority's strategic direction, and leave a lasting legacy. You will be instrumental in embedding a strong governance culture, assessing and shaping legal resources, and ensuring the Combined Authority meets its statutory duties.
Key responsibilities include:
* Acting as the day-to-day legal lead for the Combined Authority.
* Advising on the legal development and implementation of the Combined Authority's functions.
* Ensuring legal and democratic compliance across all activities.
* Supporting Members and Officers in decision-making and ethical governance.
* Deputising for the Monitoring Officer when required.
* Influencing the Combined Authority's structure, resources, and legal strategy.
What we're looking for:
* A qualified solicitor, barrister, or CILEX Fellow with significant post-qualification experience, ideally in the public sector.
* Deep understanding of local government law, governance, and statutory frameworks.
* Proven leadership in complex legal environments, with experience managing teams, budgets, and performance.
* Strong political awareness and the ability to manage sensitive and high-profile issues.
* Excellent communication, advisory, and stakeholder engagement skills.
* A collaborative and inclusive leadership style aligned with our values.
This is a politically restricted post and will require police vetting.
