This role can be based in either Manchester or London, following a hybrid working pattern of three days a week in the office and two days a week working from home.


Why this job matters

The Property PMO Commercial Manager is responsible for commercial governance, procurement strategy, and financial control across a large, multi project capital investment portfolio. The role provides commercial leadership from project inception through delivery and close out, ensuring robust cost control, effective supplier management, strong governance, and value for money while maintaining positive supply chain relationships.


Acting as a trusted commercial partner to senior stakeholders, the role balances strategic oversight with hands on delivery across budgeting, tendering, contract management, forecasting, and supplier performance.


What you’ll be doing

Commercial & Financial Management

* Lead end to end commercial management across a large portfolio of capital projects, covering budget setting, cost planning, forecasting, cashflow management, and final account close out.
* Own and maintain robust cost governance frameworks, ensuring financial control, auditability, and compliance with internal and external requirements.
* Produce clear, concise commercial and financial reporting (forecasts, RAG status, risks and opportunities) for senior stakeholders and director level sign off.
* Manage both client side and contractor side cashflow dynamics, prioritising timely payment to the supply chain while protecting business financial objectives.

Procurement & Tendering

* Lead procurement strategies aligned to project and programme objectives, selecting appropriate route to market and contract forms.
* Manage end to end tendering processes, including pre qualification, tender issue, evaluation, clarification, recommendation, and contract award.
* Ensure compliance with internal procurement policies and governance requirements while maintaining pace and commercial pragmatism.
* Support contract formation, novation, and supplier onboarding, including managing changes arising from acquisitions or organisational restructuring.

Contract & Risk Management

* Provide commercial leadership under UK construction contracts including JCT (Minor Works, Intermediate, Design & Build).
* Actively manage contractual risk, change control, variations, and dispute avoidance strategies.
* Develop and maintain risk and opportunity registers, ensuring proactive mitigation and value optimisation throughout project delivery.
* Oversee performance bonds, warranties, and contractual security arrangements.

Supplier & Stakeholder Management

* Act as the primary commercial interface with key supply chain partners, maintaining strong, professional relationships while holding suppliers to account.
* Lead supplier performance reviews, KPI monitoring, and continuous improvement discussions.
* Build trusted relationships with internal stakeholders across delivery, finance, legal, and leadership teams, providing clear commercial advice and challenge where required.
* Communicate confidently at all levels, from project teams to senior leadership.

Governance, Process & Continuous Improvement

* Design, implement, and refine commercial governance procedures, templates, and reporting cycles to improve consistency, transparency, and efficiency.
* Drive process improvements across procurement, cost control, and reporting, reducing friction while strengthening control.
* Support and mentor colleagues, promoting a culture of accountability, collaboration, and commercial excellence.


You'll have the following skills and experience

* Extensive experience in commercial management and procurement within the UK construction and capital projects environment.
* Strong working knowledge of Contracts, with practical experience managing live projects.
* Proven ability to manage large, complex project portfolios with multiple stakeholders and competing priorities.
* Highly skilled in financial forecasting, cashflow management, and commercial reporting.
* Confident communicator with the ability to influence, challenge, and build trust at senior levels.
* Strong systems capability across Excel, Power BI, SharePoint, Teams, and Outlook.
* Detail oriented, process driven, and improvement focused, with a pragmatic, delivery led mindset.
