What's involved with this role: Programme Lead – Strategic Planning and Public Health £32.34 per hour PAYE 4 month contract To apply for this role, you must have extensive commissioning and strategic planning experience within Health and Social Care or Public Health, alongside proven leadership in driving system-wide transformation and improvement. As Programme Lead – Strategic Planning and Public Health, you will provide strategic oversight of the commissioning programme, ensuring an integrated, and outcomes-focused approach to service delivery. Working closely with the Head of Service – Integrated Commissioning, senior health partners, and internal stakeholders, you will lead on complex transformation programmes, embedding innovation, quality, and sustainability across all areas of Adult Social Care, Children’s, Communities, and Public Health. Key Accountabilities: Lead the commissioning programme management framework, including business planning, risk, and performance oversight. Drive health and care integration and transformation, delivering system-wide programmes in partnership with NHS and wider stakeholders. Develop and implement long-term commissioning strategies based on robust needs assessment, service design, and outcome improvement. Provide strategic leadership and partnership management, influencing cross-sector collaboration and ensuring alignment of priorities. Oversee market management and service quality, ensuring resilience, value for money, and continuous improvement across commissioned services. Experience: Extensive experience in strategy and/or commissioning within Health and Social Care, including service design, procurement, and performance management. Proven track record of leading complex transformational change and continuous quality improvement across multi-agency environments. Experience of managing multiple complex projects and programmes within a Local Authority, NHS, or similar public sector setting. Experience of budget management and financial control, including linking quality outcomes to spend. Strong background in policy and strategy development, translating vision into deliverable plans and outcomes. Experience of working with and applying Health and Social Care Contracts Regulations / EU Procurement Law. Knowledge and Qualifications: Degree and/or Higher National accreditation in Health and Social Care, Public Health, or a related field, with evidence of postgraduate or professional development. Comprehensive knowledge of commissioning and strategic planning within Health and Social Care, including whole-system approaches. Expert understanding of relevant health and social care legislation, policy frameworks, and governance (including NICE standards and CQI). Knowledge of the roles and interdependencies between Local Authorities, NHS, and the Voluntary/Community sector in meeting population health and care needs.
