Job Description


Job Purpose

The Director of Enterprise Systems is a senior leadership position within the Information Services Directorate at the University of Glasgow. Reporting directly to the Director of IT, you will lead a team of technology professionals to deliver enterprise systems designed to meet the complete business needs of a world leading University. The role will require strong leadership capability, working across institutional boundaries to underpin the successful delivery of our strategic business objectives and future ambitions.

You will play a fundamental role in overseeing the strategic planning, implementation, and management of the University’s enterprise systems. This role ensures that all enterprise systems align with the organisation’s goals and objectives, driving efficiency, innovation, and competitive advantage.

As a member of the IT Services management team, you will be expected to play a full role in the management of the Directorate including developing the capabilities of our staff, and in supporting a positive work culture. You will deputise for the Director of IT as necessary.

You will need to be able to demonstrate the ability to work effectively and influence across institutional boundaries linking across to key directorates such as Finance, External Relations, People & Organisational Development, Research & Innovation Services, Transformation, PIA, Estates, and Colleges.


Main Duties And Responsibilities

* Strategic Planning: Develop, execute, and maintain a comprehensive enterprise systems roadmap and investment plan that delivers the University’s overall strategic and business objectives across a wide range of activity, including but not limited to, systems supporting Enterprise Resource Planning (ERP), end-to-end student processes and experience, estate management and a wide range of other systems.
* Stakeholder Management: Lead strategic engagement with University Senior Managers across Colleges, Schools and Professional Services and other stakeholders, to understand their requirements and to ensure that enterprise systems continuously evolve to support these requirements.
* System Implementation: Lead the selection, implementation, and integration of enterprise systems, ensuring they meet the needs of stakeholders and deliver against the University’s strategic objectives. Identify opportunities for process improvements and system enhancements, driving innovation and efficiency.
* Team Leadership: Provide strategic leadership to enterprise systems analysts, developers, and administrators, shaping these into high-performing teams who are responsive to the needs of the University. Ensure that the right capabilities and capacity (including managing burst resourcing from third parties and contractors) are in place to deliver business requirements.
* Project Delivery: Oversee the successful delivery of multiple projects simultaneously, ensuring they are completed on time, within scope, and within budget and to the appropriate quality. Ensure that transition from project status to business as usual is as seamless as possible.
* Compliance and Security: Working closely with the Chief Information Security Officer (CISO) ensure all services are compliant with cyber security requirements. Ensure that regular patching and updating of systems takes place to reduce the risk around cyber-attacks. Ensure all enterprise systems comply with relevant regulations and standards, and that data security measures are in place and effective, including documented and tested disaster recovery procedures can be followed in the event of an incident.
* Service Excellence: Working with the Transformation Team and Service Excellence leads, identify where technology can support the objectives of this programme, maximising the use of the existing enterprise technology estate of the University and bringing in new technologies where appropriate.
* Vendor Management: Establish and maintain relationships with software vendors and service providers, oversee procurement, negotiate contracts and ensure that service level agreements are met.
* Financial Management: Support the annual budget and financial planning processes, ensuring that business cases for new investment are developed and delivered in a timely way. Responsible for Enterprise Systems expenditure, adjusting expenditure patterns/trends as needed to deliver full value to the University of Glasgow whilst aligning with budget. Prepare the annual budget forecast and strategic planning for the Department and related technologies.

Knowledge and Qualifications


Essential:

A1 Ability to demonstrate the necessary strategic competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and leadership experience in a similar or number of different specialist roles OR: Scottish Credit and Qualification Framework level 9, 10, 11 (Ordinary/Honours Degree, Post Graduate Qualification, Masters Degree) or equivalent, including being professionally qualified in relevant discipline with a broad range of professional leadership experience in strategically important specialist areas.

A2 Sound understanding of the strategic benefits of information technology applications in business and higher education/knowledge driven sectors, with specific proven experience in leading enterprise systems teams.

A3 A proven track record in delivering and developing IT solutions to organisations.

A4 Extensive knowledge of the market, sector practices, and emerging technologies of strategic relevance to University of Glasgow.


Desirable:

B1 Recognised postgraduate and/or professional IT certification.

C9 Ability to think logically and with clarity even when under pressure.

C10 An ability to liaise and co-operate with people across organisational boundaries, skilled at setting expectations, measuring performance and at regular intervals communicating results.

C11 Ability to create an environment of accountability for results and actions, inspiring the cooperation of others in promoting change.

D1 Excellent analysis, design, change management and facilitation skills.


Experience


Essential:

E1 Significant experience of leading, managing and motivating large technology teams within a high profile, complex and multi-faceted organisation.

E2 Significant experience of developing and implementing strategy and delivery and demonstrable understanding of the transformative role of technology.

E3 Track record of experience in all facets of operational management of large multi-disciplinary teams including recruitment, development, motivating, and performance related matters across in-house and external members.

E4 Experience of managing a complex operational IT budget and of making strategic decisions for investment in Enterprise Systems, and maximising return on investment.

E5 Demonstrable experience of proactively managing IT Security risks, using sector appropriate tools, policies and processes.

E6 Customer-focused; demonstrable experience of embedding a service management culture for the delivery of key Enterprise Systems. Proven track record of successful technology change across an organisation.

E7 Experience of encouraging and effecting change within a team.

E8 Experience of developing skills (particularly in emerging technologies) within large teams.

E9 Significant experience in successful program/project and change management within complex projects involving multiple stakeholders including complex service migration(s) to cloud.

E10 Experience of working with and influencing Senior Management on the strategic and operational benefits of technology approaches.


Desirable:

F1 Experience of ITIL framework for IT Service Management.

F2 Experience of working in Higher Education.

F3 Understanding of agile working methodologies.

F4 Experience in leading cross-functional projects.


Terms and Conditions

Salary will be competitive within the Senior Administrative Group, Grade 10.

This post is full time (35 hours per week) and is offered on an open ended (permanent) basis.
