Overview
Procurement Officer – e‑Procurement Systems and Information (fixed‑term 9 months, with possibility of extension up to 12 months). 37 hours per week. Available from 29th June. The role is part of the Commercial Services Team, providing procurement and contract management support to council directorates.
Responsibilities
* Manage the council’s e‑procurement and information systems, ensuring statutory compliance and efficient e‑procurement processes.
* Provide specialist advice and guidance to council officers, elected members and partner organisations.
* Work with internal departments to maintain the corporate contracts register, adding new contracts in a timely manner and reviewing throughout their lifetime. Publish the register quarterly on the council’s website in accordance with transparency requirements.
* Assist with all types of procurement spend analysis, ensuring compliance with procurement regulations and contract procedure rules.
* Maintain up‑to‑date content of the procurement intranet and webpages, ensuring all information regarding e‑procurement systems such as the e‑tendering system is accurate and user‑friendly.
* Develop and deliver training on procurement and system‑related matters to all parts of the council as required, enhancing procurement expertise.
* Maintain records of FOI requests, contract variations, extensions and exemptions to support reporting requirements and compliance monitoring.
Qualifications
* Good understanding of e‑tendering and e‑procurement systems and excellent ICT skills, including a working knowledge of the Microsoft Office suite.
* Clear understanding of government procurement regulations and latest purchasing techniques and legislative changes.
* Analytical skills to assimilate information and produce appropriate reports to inform performance management and procurement strategies.
* Excellent numerical, written and oral communication skills, with the ability to explain complex processes and produce clear, concise reports.
* Strong interpersonal and influencing skills and ability to build relationships and collaborate across the organisation.
* Relevant professional or equivalent degree level qualification. Commitment to undertaking relevant procurement and system training.
