Background
Colne Town Council has responsibility for delivery of Town Centre CCTV, Children's Playgrounds, Multi Use Games Areas (MUGAs), Bus Shelters, Benches, Primet Community Centre, Colne Town Hall and Annex, 5 retail units and, more recently, the Great British Rhythm and Blues Festival. All of this is on top of the management of an active and geographically-dispersed Allotment portfolio and an already very active events programme, including the Colne Cycle Grand Prix, Seasonal Festivals, Markets and Hallowe'en events and occasional local markets.
The Administration Assistant (AA) plays a key role in supporting the efficient day-to-day operations of Colne Town Council. Working closely with the Town Clerk & RFO and Town Councillors, the AA will help ensure the Council delivers high-quality services and outcomes for the residents of Colne. This is a varied and fast-paced role, ideal for someone who is highly organised, adaptable, and proactive.
The successful candidate will take ownership of tasks, see them through to completion, and remain calm under pressure. The role involves regular interaction with members of the public, suppliers, staff, councillors and representatives from other organisations and local authorities.
The AA will contribute to the Council's continued development, particularly as it undertakes new initiatives and community projects by assisting the Town Clerk administratively as appropriate. There will be some evening and weekend working required when meetings and events are being held. Job Skills, Experience & Qualifications Key Accountabilities Administrative Provide general administrative support to the Town Clerk, Councillors, and other staff as required.
Tasks to include printing, laminating and binding. Manage incoming and outgoing communications, including answering phone calls, responding to emails, and handling post. Maintain accurate and up-to-date filing systems, both electronic and paper-based. Assist with the preparation and distribution of agendas, minutes, reports, and other documentation for Council meetings and committees. Attend meetings to take minutes when required (some of which may take place in the evening). Support the organisation and delivery of Council events, public consultations, and community engagement activities. Liaise professionally with members of the public, responding to enquiries and signposting where necessary. Monitor and maintain office supplies and equipment, ordering items as needed. Update and maintain Council records, databases, and registers. Match invoices to purchase orders and delivery notes. Basic data entry on the Council's accounting software package. Deal with members of the public visiting the office. Maintain the Council's noticeboard(s) with up to date materials. Distribution of event materials throughout Colne.
Essential Skills Strong literacy and numeracy skills. Strong written and verbal communication skills, with the ability to interact clearly and confidently. Ability to be both patient and assertive when dealing with a wide range of individuals, including members of the public, colleagues and Councillors. Ability to manage your own workload and schedule effectively. Ability to work well under pressure during high-demand periods (lead up to events & meetings etc). A collaborative approach with strong teamwork skills and a positive attitude. Competent in basic IT tasks, including using Microsoft Word and Excel, scanning documents, laminating, creating PDFs, sending emails, and operating basic presentation equipment. Polite and professional telephone manner. A flexible attitude and willingness to support evening or weekend meetings/events when required.
Desirable Skills Proficient in using the full Microsoft Office suite, including Word, Excel and PowerPoint. A basic understanding of the structure and functions of Local Government. Familiarity with how Town Council meetings are conducted, including the role of agendas and minutes. Ability to take accurate and concise meeting minutes. Experience working in a customer-facing or public service environment. Knowledge of accounting software such as SAGE, Quickbooks, Rialtas or Scribe.
