Portsmouth, South East England, PO2 8BY Job Summary Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Royal Navy, supporting operations around the globe and providing the ships, people, aircraft and equipment to deliver the United Kingdom’s (UK) Defence policy. NCHQ supports all the Royal Navy’s (RN) activities from: front-line operations; personnel and training; finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. Civil Servants and Armed Forces personnel work together across a wealth of interesting and challenging jobs and disciplines, from: logistics; finance; legal services; HR; media; and communications. This position is advertised at 37 hours per week. Job Description This post is part of the Fuel Operations team, a small and friendly group of people, we ensure that the Royal Navy have access to Maritime Fuel on a global basis. We are responsible for all aspects of Fuel Inventory Management. The Oil and Pipelines Agency (OPA) Intelligent Customer position is based in Leach Building on Whale Island, Portsmouth, however the position can be based at home for an agreed proportion of the working week (there is an expectation the incumbent will work in office at least 3 times a week). You will have the opportunity of working in partnership with colleagues across NCHQ, Public Corporations, other Front-Line Commands, Defence Equipment and Support (DE&S), Industry and Allied Navies. You will provide an intelligent customer function to the OPA, ensuring services are delivered iaw the Navy Command / OPA Service Level Agreement (SLA). You will also provide Senior Responsible Owner (SRO) support to Oil Fuel Depot (OFD) related infrastructure projects, supporting the SRO (Deputy Director Logistics), providing Governance and Assurance, ensuring benefits are realised across the OFD estate. This post is high profile and will provide the holder with opportunities to develop skills and gain experience across various disciplines. Person specification As the authorised Navy Cmd SRO, Deputy Director Logistics (DD Logs) sets the NC requirements for the supply of Maritime fuels and monitors the outputs and delivery of the OPA in support of this, including the delivery of NC funded Infrastructure and business change projects. Responsibilities On a day-to-day basis, the OPA oversight and management functions are provided by the OPA Intelligent Customer who is responsible for: Provide NC Deputy OPA Intelligent Customer function Manage Service Level Agreement. Monitor OPA performance. Coordinate 1* OFD Programme Board and OF5 OFD Operational Management Group. Produce and scrutinise OFD Management Information (MI). Identify and actively manage risks and issues. Manage / process OPA payments. Provide NC OFD SRO support function: Lead on delivery of OFD in-service capability and supporting business change projects Provide efficient and effective OFD SRO governance. Ensure OFD projects realise defined benefits. Coordinate 1* project Steering Groups (SG). Project finance support Support Fuel Ops Manager with wider initiatives and ADHOC tasking.
