The Position
The purpose of this classification is to provide operational analysis and strategic support in identifying and solving issues relating to the business operations performance of the Utility Operations Department. Evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions. To do so, vast amounts of data and information must be analyzed, processed, and synthesized to drive operational effectiveness, efficiency, and organizational improvement.

DUTIES & RESPONSIBILITIES:

* Work closely with management to achieve outcomes based on department goals and strategic initiatives.
* Analyze data, prepare reports to management on key performance indicator findings and assessments. Identify performance strengths, gaps, and opportunities for improvement.
* Assist in the design, testing, training, management, and maintenance of hardware and software technology implemented in Utility Operations.
* Support the implementation, training, and ongoing utilization of business information systems across all Utility Operations departments.
* Perform financial and operational modeling. Collaborate with the Finance Department to facilitate budget development, forecasting, variance analysis, monitoring, and reporting.
* Perform work planning activities that support Utility Operations Integrated Work Management Process. Play an integral role in the creation of work plans and facilitation of work planning meetings. Utilize project management tools to produce reports and track work plan execution to ensure projects are completed on time and on budget.
* Review department policies and business processes periodically and recommend updates to improve operational effectiveness.
* Collaborate with other city departments to enhance workflow and cross-departmental engagement.
* Support general business operations, including preparing presentations, coordinating meetings, and other duties to ensure effective Utility Operations management.
* May be required to work after hours, weekends, and holidays during emergencies or service disruptions, following supervisor instructions.

Minimum Qualifications
Associate's or Bachelor's Degree in Engineering, Business Administration, or Information Systems, and/or at least 5 years of experience as a professional analyst. Equivalent education, training, and experience will be considered.
Operational knowledge or experience in Utility Operations or Utility Administration is preferred.
Strong business acumen, strategic thinking, analytical, problem-solving, and communication skills are required.
High proficiency in IT systems and Microsoft Office applications. Must be self-directed and able to work independently.
Good interpersonal skills to interact with various management levels. Must hold a valid Georgia Driver's License with no restrictions.
