Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

FAO's Subregional Office for the Caribbean (SLC) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing food, agriculture, and rural development priorities in the sub-region. It develops and maintains relations with subregion-wide institutions including regional Economic Integration Organizations (REIOs).

The Subregional Office is a subsidiary of FAO's Regional Office for Latin America and the Caribbean (RLC), in Santiago, Chile. SLC is located in Barbados and is responsible for 13 countries of the subregion. SLC houses the FAO Multi-Country Office for Barbados and six OECS (Organization of the Eastern Caribbean States) countries (Antigua and Barbuda, Commonwealth of Dominica, Grenada, St Lucia, St Kitts and Nevis and St Vincent and the Grenadines).


Reporting Lines

Under the overall supervision of the Sub Regional Coordinator (SRC) and the direct supervision of the Procurement Officer in SLC, and in close collaboration with heads of units.


Technical Focus

The Supply Chain Specialist will be responsible for the support, coordination and provision of effective support in the management of FAO SLC supply chain operations, to ensure timely and efficient delivery of the portfolio of SLC focusing on Jamaica Representation.


Tasks and responsibilities

•Coordinate management of service providers/suppliers, deliveries and warehouse operations to promote safe and efficient strategies and execution of FAO’s operations. This includes the establishment of long-term agreements for e.g. customs clearance, storage and transport;
•Monitor supply chain dashboards, including but not limited to Procurement, LOA and contracts’, and mitigate potential bottlenecks and challenges to drive improvements and ensure efficient and effective logistics system;
•Support the Procurement Officer with the development and maintenance of internal procedures and workflows relating to supply chain processes;
•Provide Procurement Support to the Project Officers and Technical Officers through all the phases of Project/program cycle Cycle;
•Formulate specific Standard Operating Procedures (SOPs) including policies for field supply chain support;
•Provide effective and timely planning, oversight, management and coordination of logistics support operations, including integration and monitoring the implementation of logistics support plans at all field offices. Ensure effective and timely provision and coordination of diverse logistics support requirements;
•Plan and manage the shipment of goods choosing the best possible transport means and manage all related administration procedures and documents and the delivery of inputs from supplier to the beneficiaries.
•Assist in the communication with suppliers on the delivery arrangement of ordered goods, in the development of the delivery schedule and in the follow-up with the respective stakeholders within FAO, Suppliers and beneficiaries (partners) on the delivery schedule;
•Prepare and periodically update the delivery tracker, ensuring provision of clear and correct data to the stakeholders;
•In consultation with Operations, Program and Procurement staff, provide input to the country programme planning and advice on requirements for the office and procurement Plans;
•Coordinate and provide logistics support to ongoing air, land, sea, or rail operations in the field;
•Prepare supply and support plans, deployment timelines and budget requirements. Develops contingency plans and implements methodologies and tools to maximize the effectiveness of logistical operations;
•Perform any other duties as required by his supervisor


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

•University degree in Business Administration, law, logistics and any relevant field.
•5 years of relevant experience in procurement, supply chain, logistics and any relevant field.
•Working knowledge of English.
•National of Barbados or resident of Barbados with valid work permit.

•Desired experience in data visualization applications (e.g., Power Bi, Excel, PowerPoint, etc.).
