About the Team
The Workforce Pay and Pensions (WPP) team sits at the heart of the Public Spending group, working closely with teams across Whitehall to set, deliver, and maintain the Government’s overarching policy positions on public sector pay and pensions. The team is also responsible for leading the implementation of the McCloud remedy.
WPP plays a crucial role in managing public spending and delivering high-quality public services. Spending in this area is one of the largest public expenditure sectors, around £182bn annually. The team’s remit covers about one in every four pounds the Government spends.
There is a strong emphasis on handling and engagement, as our work attracts significant media and parliamentary attention. The team includes policy officials and analysts, and we work closely with department-specific spending teams in the Public Services group. Building positive relationships with senior officials in other departments, lawyers, actuaries, and the Trades Union Congress (TUC) is essential.
About the Job
Key responsibilities include:
1. Lead the annual pay round process: setting pay for frontline workforces including NHS staff, teachers, armed forces, and police, in collaboration with HM Treasury Spending Teams, Departments, Cabinet Office, No.10, and the Office for Pay Review Bodies.
2. Produce Economic Evidence: Draft and publish HM Treasury’s Economic Evidence to the Pay Review Bodies, working with colleagues in HM Treasury to create expert written evidence and facilitate oral evidence sessions.
3. Lead Public Sector Pay Policy Advice: balance competing objectives within and outside the Department, contribute to public spending decisions, especially during fiscal events, and advise Ministers on industrial relations strategies.
4. Conduct Key Analysis: lead analysis on public sector pay, estimate pay costs, assess impacts on the public sector premium, and provide advice to Ministers.
5. Parliamentary and Communications Support: prepare briefing materials, draft responses to Parliamentary Questions, and manage press and public inquiries related to public sector pay.
About You
You will hold an analytical degree, preferably in economics. You should be able to analyze and interpret quantitative and qualitative data to advise Ministers effectively. Building and maintaining stakeholder relationships, thinking creatively about complex policy issues, and driving forward a policy agenda with high-quality economic analysis are essential.
