About the role
Balfour Beatty is looking to appoint a new Head of Pre-Construction to lead, co-ordinate and deliver bid and preconstruction activity for the South area of the UKCS Regional Civils business. As part of the Area Leadership Team, this person will develop and implement the work winning strategy, manage resources including delivery of overhead and orders budget, and ensure effective governance and oversight including Gated Business Lifecycle.
What you'll be doing
1. Development of high performing teams to deliver to client and business expectation
2. Promote a culture of collaboration with customers to achieve the required project outcomes
3. Provide training, development and guidance to resources working within the preconstruction stages
4. Support customer engagement activities and advise accordingly on procurement, design, commercial and delivery
5. Assess and prioritise the bidding opportunities and develop customer focussed strategies for all projects to meet the secured work targets
6. Manage the team preparation for internal governance review meetings
7. Work with other Area Leads to identify, develop and implement continuous improvement
8. Manage bid budgets for all area schemes to meet the overall targets and annual spend
9. Ensure we have effective pricing and commercial strategy
10. Ensure we have effective planning, programming and execution strategy
11. Ensure we produce compelling written submissions
12. Liaise with Finance, Technical, Operational, Commercial, and Supply chain teams to develop and execute win and delivery strategies
13. Manage the team delivery of all design, early contractor involvement, preconstruction, Front End Engineering Contracts through to hand over and start on site
14. Ensure a personal relentless focus on Zero Harm and, in line with UKCSs Sustainability activities, proactively lead the business to ensure the delivery of positive economic, social and environmental outcomes

Who we're looking for
17. Proven experience in successfully leading negotiations for multi-million pound projects
18. Will have an understanding of the principles of procurement and experience within the most current forms of procurement
19. Adept at forming effective teams under tight time constraints incorporating a wide range of competencies and expertise from both within and outside the UKCS business
20. Customer centric in approach, they will have the strategic insight to understand the range of opportunities
21. Strong leadership and communication skills are required, coupled with an ability to form effective relationships with partners under time pressure
22. Good negotiating skills
23. The individual will know what good looks like in bid submissions and work winning and have hands on experience of leading work-winning bids in a timely manner
24. Strong commercial, financial and business acumen is essential, along with political astuteness and an ability to achieve results through influence and collaboration
25. A desire to continuously pursue innovation and development, with a focus on the customer
26. Previous experience in professional Bid Writing techniques, Bid Presentation and Bid Interviewing skills is desirable.
