Subcontract Manager
Location(s): Hybrid - Based at any UK site - with potential travel as required
Summary of Role:
As a Subcontract Manager, you will contribute to competitive tendering and subcontract management activities. You will be responsible for and oversee all phases of the subcontract process, from initiating business cases for make or buy decisions, through requests for proposals, subcontract management plans, negotiation strategies, cost accountability, program execution, and contract closure.
This role is part of our Training Transformation team, delivering elements of Project Selborne, transforming how the Royal Navy is trained. The position has become available due to retirement and offers a unique opportunity to join this team.
Main Duties:
1. Identify and engage early with subcontractors to support new business pursuits, providing risk and opportunity analysis for early capture.
2. Develop procurement strategies, including selecting appropriate procedures and providing full justification for their choice.
3. Execute procurement procedures and guide cross-functional internal teams through the process, including scoring moderation.
4. Promote sustainable and responsible procurement practices, emphasizing social, cultural, and diversity values across the supply chain.
5. Collaborate with peers from other disciplines and the functional leadership team.
6. Create, execute, and manage various subcontract types (Cost, Incentive, Fixed, etc.), using diverse source selection techniques.
7. Participate in developing supplier Statements of Work (SOW) and conduct bidders’ conferences as needed.
8. Perform or support cost and price analysis, develop negotiation strategies, and lead negotiations to ensure value for money.
9. Manage all aspects of subcontract performance, including costs, quality, schedule, and technical requirements, ensuring milestones are met.
10. Contribute to business capture strategies by recommending strategic choices to enhance organizational performance.
11. Promote the contribution of the procurement function to achieving corporate objectives across the organization and supply chain.
12. Ensure compliance with customer requirements, government regulations, public law, and company policies and procedures.
13. Participate in gate reviews and capture/proposal efforts.
14. Utilize project management skills in supplier management.
15. Assess challenges faced by programs and supply chains, taking actions to mitigate risks and develop opportunities.
16. Initiate and participate in supplier assessments and development activities.
17. Represent the function in supplier and internal reviews, including Gates, MRBs, and EACs.
18. Prepare business cases, briefing materials, and resource estimates for management reviews.
19. Lead supplier assessments and development teams, including due diligence activities.
Candidate Requirements:
Essential:
* Experience in Supply Chain, Subcontract Management, Procurement, or related fields.
* Experience managing stakeholder groups.
* Flexible and positive attitude.
* Ability to lead or work effectively in a multi-functional team.
* Excellent verbal and written communication skills, capable of briefing at mid-management level.
* Experience with delivery, acceptance, and invoicing of goods and services.
* Experience negotiating low/medium complexity non-standard agreements, including Service Level requirements.
* Experience in continuous improvement, problem solving, and dispute resolution at mid-management level.
* Knowledge of MRP, SAP, and purchase order/material receipt processes.
* Ability to plan, prioritize, organize own work, and develop contingency plans.
* Related degree, MCIPS, or equivalent qualification.
* Experience as a Control Account Manager.
* Knowledge of import/export legislation and logistical requirements.
* Experience developing and managing Subcontractor Relationships and collaborative working.
* Experience working with international suppliers and programs.
* Experience managing a team.
